VILLAGE CAUCUS
January 13, 2025
The caucus was called to order at 6:45 p.m. on Monday, January 13, 2025 by President Kim Blumer
in the Albany Village Hall. Present were: Blumer, Michelle Monson, Fred Johnson, Paul Rhyner,
Kimberly Klein, Tonya Stephan and Bert Hefty. Also present: Michelle Brewer, Missy Pryce, Lonnie
Gill, Robert Ritter and Clay Spooner; see sign-in for additional attendees.
Blumer announced we need a Chair for the meeting as his position is open. Motion by Stephan,
seconded by Hefty, to nominate Fred Johnson as Chair. Motion carries.
Johnson asks for nominations for two tellers. Klein nominated Monson; Monson nominated Klein.
Johnson announced that the village president position was open at this time for a two-year term.
This position is currently held by Kim Blumer.
Johnson opened the floor for nominations for the president position.
Motion by Stephan, seconded by Monson, to nominate Kim Blumer for president.
Johnson asked for more nominations; hearing none, a motion was made by Stephan, seconded by
Monson, to close the nominations for president. Motion carries.
Johnson announced that there were three village trustee positions open at this time for two-year
terms. These positions are currently held by Berty Heft, Paul Rhyner and Michelle Monson.
Johnson opened the floor for nominations for the three trustee positions.
Motion by Johnson, seconded by Stephan, to nominate Bert Hefty.
Motion by Monson, seconded by Johnson, to nominate Paul Rhyner.
Motion by Johnson, seconded by Stephan, to nominate Michelle Monson.
Johnson asked for more nominations.
Motion by Blake Horner, seconded by Jenna Christensen, to nominate Brooke Helley.
Johnson asked for more nominations; hearing none, a motion was made by Johnson, seconded by
Hefty, to close nominations.
The Caucus was then closed.

MINUTES OF THE ALBANY VILLAGE BOARD
January 13, 2025
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany
Village Hall be President Kim Blumer. Members present were: Blumer, Michelle Monson, Fred
Johnson, Paul Rhyner, Kimberly Klein, Tonya Stephan and Bert Hefty. Also present: Missy Pryce,
Lonnie Gill, Robert Ritter and Clay Spooner; see sign-in for additional attendees.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Hefty, seconded by Johnson, to approve the agenda as posted. All ayes.
Motion carries.
MINUTES: Motion by Stephan, seconded by Johnson, to approve the minutes of the December
9, 2024 meeting as printed. All ayes. Motion carries.
PRESIDENT’S MESSAGE: None.
PUBLIC APPEARANCES: None.
VILLAGE OF ALBANY TIF: Motion by Blumer, seconded by Stephan, to contract with
Southwestern Wisconsin Reginal Planning Commission to begin Phase 1 of the Tax Increment
District (TID) creation. All ayes. Motion carries.
LIBRARY UPDATE: None.
GREEN COUNTY DEVELOPMENT CORPORATION: Otte thanked everyone for helping with the
Platteville students regarding the downtown business riverside planning. This project is part of a
DNR grant, the funding amount is unknown at this time, but it will not cover the full scope of the
project. The priority at this time is the retaining wall and will work closely with the riverside
business owners, since they own the property.
The childcare grant that Green County had received was closed out; the grant was around
$70,000 and $10,000 of that went to childcare in Albany.
There is a workforce development grant awarded to the Monroe High School technical education
wing and will serve all Green County students. There will be two round table meetings hosted
with all Green County school districts to collaborate regarding classes being held.
Also currently working with Green County on the Innovation Grant; Otte will reach out with more
information – currently collaborating with 911 communication – this is in the beginning planning
process and Village will be included in that.
In the process of going live with housing supplemental; the goal is to get housing development
across Green County and to encourage development, which will pair well with the Village TID.
ALBANY CHAMBER: Vosters did not have much to report; the Chamber is working on spring
projects.
APPOINT BROOKE HELLEY TO STREET & UTILITY COMMITTEE: Motion by Blumer, seconded
by Stephan, to appoint Brooke Helley as a citizen member to the Street & Utility Committee. All
ayes. Motion carries.
FIRE DEPARTMENT OFFICERS: Motion by Blumer, seconded by Johnson, to approve Justin
Mueller as Fire Chief for 2025. All noes. Motion fails.
Motion by Blumer, seconded by Rhyner, to appoint Brian Hauri as Fire Chief for 2025. All ayes.
Motion carries.
VILLAGE PARK BASKETBALL COURT RESEALING: Motion by Johnson, seconded by Klein, to
approve the sealcoat and crack fill of two basketball courts at the village park and one the at
water tower hill park in the amount of $1,861. All ayes. Motion carries.
2025 GARAGE SALE DATE: Motion by Stephan, seconded by Monson, to set the annual garage
sale date for the third weekend of April unless Easter falls on that weekend, then move to the
following weekend. All ayes. Motion carries.
COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports
have been placed on file:

VARIANCE – 302 WEST MAIN STREET: Motion by Blumer, seconded by Rhyner, to approve the
variance to build a deck in the existing place of the previous deck which did not meet the required
9’ setback. All ayes. Motion carries.
WASTEWATER COLLECTION SYSTEM REPAIR PHASE 1: Gill reported there were some health
issues within our engineering firm; therefore, the report was not provided at the street meeting.
The report has since been received and is required to move forward with the Clean Water project
through the DNR. Motion by Monson, seconded by Klein, to approve the contract with Mead &
Hunt for Wastewater Collection System Repair Phase 1. All ayes. Motion carries.
2024 DNR WASTEWATER CREDIT REPORT: Motion by Monson, seconded by Stephan, to
approve the 2024 DNR wastewater credit report. All ayes. Motion carries.
WATER TOWER AND STANDPIPE INSPECTION REPORT: Motion by Hefty, seconded by
Rhyner, to approve the water tower and standpipe inspection report. All ayes. Motion carries.
TREE CITY USA / ARBOR DAY PROCLAMATION: Motion by Hefty, seconded by Rhyner, to
approve the Tree City USA report. All ayes. Motion carries.
Motion by Klein, seconded by Monson, to approve the Arbor Day Proclamation, setting Arbor Day
for April 25, 2025. All ayes. Motion carries.
TRAINING: Motion by Blumer, seconded by Klein, to approve sending Gill or Blumer to the Rural
Water Conference in Green Bay not to exceed $1,000. All ayes. Motion carries.
APPROVAL OF BILLS: Motion by Hefty, seconded by Johnson, to approve the bills. All ayes.
Motion carries.
ANNOUNCEMENTS: The Building/Grounds/Cemetery/Recycle committee will meet in February
to begin discussions on the Recycle Center costs/options.
ADJOURNMENT: Motion by Rhyner, seconded by Monson, to adjourn. All ayes. Motion carries.
