MINUTES OF THE ALBANY VILLAGE BOARD
February 10, 2025
The regular meeting of the Albany Village Board was called to order at 6:00 p.m. in the Albany
Village Hall be President Kim Blumer. Members present were: Blumer, Michelle Monson, Fred
Johnson, Paul Rhyner, Kimberly Klein, Tonya Stephan and Bert Hefty. Also present: Lonnie Gill,
Robert Ritter, Clay Spooner, Melissa Everson, Caitlyn Spooner, Justin Everson, Brian Hauri,
Wesley Isenhart, Jay Hotchkiss, Jim Kaltenberg, Sterling Evert, Haley Ceroni, Ethan Kercher, Mark
Riedel, Brooke Helley, Luke Eastwood, Brandon Williams and Jasmine Perrin.
Proof of posting was verified.
AGENDA: Motion by Hefty, seconded by Johnson, to approve the agenda as printed. All ayes.
Motion carried.
ADJOURN TO CLOSED SESSION: Motion by Johnson, seconded by Rhyner, to go into closed
session under §19.85(1)(c). Roll call vote: Blumer—yes; Hefty—yes; Johnson—yes; Klein—yes;
Rhyner—yes; Monson—yes; Hefty—yes. All ayes. Motion carried.
RECONVENE TO OPEN SESSION: Motion by Monson, seconded by Rhyner, to reconvene to
open session. Roll call vote: Blumer—yes; Hefty—yes; Johnson—yes; Klein—yes; Rhyner—yes;
Monson—yes; Stephan—yes. All ayes. Motion carried.
RECOMMENDATIONS FROM CLOSED SESSION: Motion by Monson, seconded by Johnson, to
offer the full-time police officer position to Aidan Wright with an eighteen-month probation; and a
three-year contract upon successful completion of the police academy. All ayes. Motion carried.
The Pledge of Allegiance was shared.
MINUTES: Motion by Monson, seconded by Hefty, to approve the minutes of the January 13,
2025 board meeting as printed. All ayes. Motion carried.
PRESIDENT’S MOMENT: Nothing.
PUBLIC APPEARANCES: A question was asked about the flood gate at the dam area, Gill
explained that there is an issue with the lock. Another question regarding the boat ramp at the
legion, wondering if the village would look into repairing/replacing it, Gill will get some more
information and bring it to a committee.
LIBRARY UPDATE: Everson reported that the children’s picture book area for the littlest learners
has been completed; they used donation money to purchase ten new shelving units, and the
books are sorted by topic. There are three adult programs and preschool story time. The library
board just completed a three-year strategic plan.
GREEN COUNTY DEVELOPMENT CORPORATION: Nothing.

ALBANY COMMUNITY 1ST / CHAMBER: Wesley Isenhart had nothing to report at this time.
2025 FARMERS/CRAFTERS MARKET DATES: Motion by Monson, seconded by Hefty, to
approve the following Sunday dates of May 18, June 15, July 20, August 17 and September 21. All
ayes. Carried.
COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports
have been placed on file:
Police, Fire & License 1/28/25
Street & Utility 2/3/25
Plans Commission 2/6/25
FIRE DEPARTMENT OFFICERS / OATH: Motion by Johnson, seconded by Rhyner, to approve
Mark Riedel as Deputy Chief and Sterling Evert as Battalion Chief. All ayes. Motion carried. The
oaths will be given after the meeting.
FIRE DEPARTMENT STRATEGIC PLANNING CONTRACT: Motion by Stephan, seconded by
Monson, to approve the strategic plan contract. All ayes. Motion carried.
OPERATOR’S LICENSE: Motion by Johnson, seconded by Monson, to approve the operator’s
license for Stephanie Gutowski. All ayes. Motion carried.
2025 EQUIPMENT RATES: Motion by Hefty, seconded by Rhyner, to approve the 2025
Equipment Rates. All ayes. Motion carried.
BOBCAT GRAPPLING BUCKET: Motion by Monson, seconded by Klein, to purchase the
grappling bucket for a cost up to $2,900 using funds from previous equipment sales. All ayes.
Motion carried.
CONDITIONAL USE PERMIT – 301 THIRD STREET: Motion by Blumer, seconded by Rhyner, to
approve the conditional use permit with additional conditions as printed. All ayes. Motion
carried.
APPROVAL OF BILLS: Motion by Rhyner, seconded by Monson, to approve the bills as printed.
All ayes. Motion carried.
ANNOUNCEMENTS: Nothing.
ADJOURNMENT: Motion by Monson, seconded by Rhyner, to adjourn. All ayes. Motion carried.
