MINUTES OF THE ALBANY VILLAGE BOARD March 10, 2025 The regular meeting of the Albany Village Board was called to order at 6:00 p.m. in the Albany Village Hall be President Kim Blumer. Members present were: Blumer, Michelle Monson, Fred Johnson, Paul Rhyner and Kimberly Klein. Absent: Bert Hefty and Tonya Stephan. Also present: Kaitlyn Spooner, Logan Winner, Hotchkiss, Jasmine Perrin, Mark Reidel, Carson Brewer, Dan & Leah Prasch, Wesley Isenhart, Brooke Helley, Luke Eastwood and Susan Knox. Proof of posting was verified. AGENDA: Motion by Monson, seconded by Klein, to approve the agenda as printed. All ayes. Motion carried. MINUTES: Motion by Rhyner, seconded by Klein, to approve the minutes of the February 10, 2025 board meeting as printed. All ayes. Motion carried. PRESIDENT’S MOMENT: Nothing. PUBLIC APPEARANCES: Logan Winner was present to follow-up from last month’s meeting inquiring about the status of the Legion Park boat launch. Brewer reported that Gill has been working on getting more information and some quotes regarding repairs. LIBRARY UPDATE: Nothing. GREEN COUNTY DEVELOPMENT CORPORATION: Isenhart reported on behalf of Scott Vosters/Olivia Otte that the Housing Development Fund is live to launch low interest loans to incentivize housing; there was an emergency services grant that was awarded for the emergency services dispatch and is county wide; currently going to apply for a grant for Village of Albany to provide wi-fi hot spot; downtown riverwalk grant will be meeting on March 25 at 5pm at the Village Hall, grant is due May 1. Otte plans to attend the village board meeting in April. Brewer gave some more information on the wi-fi grant; the areas originally suggested were the Bowman park and by the dam area, through some discussion thought maybe the ballpark areas. This grant money awarded would be for the startup and maybe a year or two of costs; however, the village would need to assume the financial responsibility thereafter. The application deadline was the beginning of March, so it was applied for, but if the board decides not to move forward, it can be withdrawn. Some questions were are we required to continue with the service or could we just do it for one or two years and then be done and what would the continuing costs? It was also mentioned that with hot spots like this, those antennas tend to need to be changed every three years, so also looking at that cost. Brewer will get some answers to those questions. ALBANY COMMUNITY 1ST / CHAMBER: Nothing.  Village Board, March 10, 2025 - Page 2 of 3 FENCE PLANS: Motion by Monson, seconded by Klein, to approve the fence plan for 312 South Cincinnati Street. All ayes. Motion carried. Motion by Johnson, seconded by Monson, to approve the fence plan for 300 South East Street. All ayes. Motion carried. VILLAGE HALL HOURS – WEDNESDAY CLOSURE: Motion by Blumer, seconded by Klein, to continue with the clerk’s office Wednesday closure to the public. All ayes. Motion carried. COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports have been placed on file: Police, Fire & License 2/25/25 POLICE PORTABLE RADIOS: Motion by Johnson, seconded by Rhyner, to purchase four handheld radios for officers and two base radios for the squads in the amount of $11,702 with the funds coming from this year’s police budget. All ayes. Motion carried. POLICE COMPUTERS (SQUAD AND OFFICE): Motion by Johnson, seconded by Monson, to purchase two new desktop computers for the office, and one Toughbook laptop for the squad in the amount of $5,535 with the funds coming from ARPA funds. All ayes. Motion carried. CENTER TAVERN LICENSES APPLICATION / TRANSFER: Motion by Johnson, seconded my Monson, to transfer the licenses to Leah and Daniel Prasch, Center Tavern of Albany, LLC contingent on the sale of the property. All ayes. Motion carried. APPROVAL OF BILLS: Motion by Monson, seconded by Rhyner, to approve the bills as presented. All ayes. Motion carried. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Brewer explained that the Building/Grounds/Cemetery/Recycle meeting for this month has been cancelled as Gill has been doing research and getting information but has not received it yet. Brewer also reported that the audit is underway, the auditors were scheduled to be here for three days but only needed two in-person days and the rest is being done remotely. Brewer has not heard on a quote for the fire department audit but will share that information once received.
