Plans Commission

PUBLIC HEARING / PLANS COMMISSION July 7, 2022 The regular meeting of the Plans Commission was called to order at 6:30 p.m. by President Kim Blumer in the Albany Village Hall. Members present were: Blumer, Eileen Althaus, Michelle Monson, David King, Larry Ommodt and Paul Rhyner. Also present: Cody Christianson and Barbara Brugger. Proof of posting was verified. MINUTES: Motion by Monson, seconded by Rhyner, to approve the minutes of the previous meeting as printed. Carried. PUBLIC HEARING-CONDITIONAL USE PERMIT FOR 209 EAST MAIN STREET: Cody Christianson was present to inform the committee that his plan is to convert the single-family home into a duplex, an upper and lower unit. Monson questioned the actual driveway and Blumer asked if they had the property surveyed yet. Christianson mentioned it will be a complete gut project, inside and outside, and using the existing structure. There is a cement pad in the back of the house for parking. Brugger questioned snow removal and Christianson said there is room in the back yard for snow placement. The retaining wall next to the sidewalk will also be repaired. Much discussion over the potential parking issue. Motion by Monson, seconded by King, to approve the conditional use permit contingent on there being a restriction in the rental leases of one vehicle per unit and obtaining all required permits and inspections necessary for occupancy. Roll call vote: King—yes; Ommodt—no; Rhyner—yes; Blumer—yes; Althaus—yes; Monson—yes. Motion carried. Motion by Ommodt, seconded by Rhyner, to deny the conditional use permit. Roll call vote: Ommodt— yes; Rhyner—no; Blumer—no; Eileen—no; Monson—no; King—no. Motion dies. FENCE PLANS: There were none. CHICKEN PERMITS: There were none. FUTURE ITEMS: Nothing.
