PUBLIC HEARING / PLANS COMMISSION
November 3, 2022
The regular meeting of the Plans Commission was called to order at 6:30 p.m. by President Kim Blumer in
the Albany Village Hall. Members present were: Blumer, Eileen Althaus, Michelle Monson, David King
and Paul Rhyner. Absent: Larry Ommodt. Also present: Kathy Delikat, John Koopmans and Kathleen
Harwood.
Proof of posting was verified.
MINUTES: Motion by Monson, seconded by King, to approve the minutes of the previous meeting as
printed. Carried.
PUBLIC HEARING-REZONE PROPERTY AT 104 NORTH JACKSON STREET: Delikat presented her plan to
build a two-story duplex as a safe home for domestic violence victims. She had a plan that provided two
options, both of which will meet the setbacks. Brian Flannery had mentioned an easement with TDS on
file that may impact the setbacks, but a certified survey would show this. Koopmans mentioned the TDS
box is at the back of the property and recalls a 10’ easement, which appears Delikat should still have the
room to meet that setback as well. Koopmans and Harwood were both present in support of the rezoning.
Brewer indicated she had not heard from anyone else regarding the rezoning in that area. Motion by
Monson, seconded by Althaus, to approve the rezoning of the property from an R-1 to an R-4, continent
on Delikat completing a certified survey prior to obtaining the building permit. Carried.
FENCE PLANS: There were none.
CHICKEN PERMITS: There were none.
FUTURE ITEMS: Rhyner questioned the property located at 209 East Main Street as it was listed for sale
and wanted clarification that the conditional use for a duplex that was granted on July 7, 2022 was no
longer available. It was confirmed that the property was listed for sale as single-family and no one has
come forward asking for something different than a single-family property.
ADJOURN: Motion by Rhyner, seconded by Monson, to adjourn. Carried.
