STREET AND UTILITY COMMITTEE
November 7th, 2022
The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the Albany Village
Hall by Chairperson Larry Nipple. Members present were: Nipple, Kim Blumer, Eileen Althaus, Jim Mauerman
and Roald Henderson. Also present: Lonnie Gill, Ex-Officio, Tim Astfalk, and Kiera Depies of Mead & Hunt.
Proof of posting was verified.
MINUTES: Motion by Blumer, seconded by Mauerman, to approve the previous minutes as printed. Carried.
SEWER COLLECTION SYSTEM: Kiera Depies of Mead and Hunt explained the sewer update is now
finished and in operation and manhold inspections are underway. Gill explained that lift station 5 is having a
pump problem and will be replacing the pump at a cost of $16,000. The pump should be in place by years end.
Gill also said gearbox for Muffin Monster should be here soon.
SEWER UPGRADE PAY REQUEST: Kiera presented the final pay request from Midwest General and
Mechanical Contractors in the amount of $19,528.81. Motion by Althaus, seconded by Mauerman to approve
pay request. Carried.
CONTRACT WITH MCCANNS FOR CLEANING AND VIDEOING: Gill presented a 3 year contract
from McCanns with only a minor price increase from previous contract. In the optional services this extends the
contract to the end of 2024 and includes 2022 and 2023. Motion by Blumer, seconded by Althaus to approve
contract with McCanns. Carried.
JD BKH REPLACEMENT ON LEASE: Gill presented the committee pricing on replacing the current 2007
backhoe. A new unit would cost $125,000 and our old unit is worth $20,000. With a municipal discount of
another $10,000 the purchase price could be under $95,000. After researching leasing costs, it was agreed upon
to look at financing and what total costs could possibly be. Gill will look into this, and get back to committee
with findings. This item was tabled for the time being.
COST OF EMERGENCY COMMUNICATION SYSTEM: Gill presented the estimate from Federal Signal
in the amount of $6733.00 for the Unit and an additional $4175 for installation and programming of new device.
The Villages’ old unit is over 40 years old. The outside if rusted through and the batteries are failing. Althaus
thought we could use our “ARPA” Funds from last year to pay for the unit. Motion by Blumer, seconded by
Mauerman to purchase a new Emergency Communication System with Installation using “ARPA” funds for a
total cost of $10,908.00. Carried.
TRAINING: NONE
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Gill and Denure will continue to install water
meter antennas, approximately 70 units have been installed so far.
ADJOURNMENT: Motion by Blumer, seconded by Mauerman, to adjourn. Carried.
