STREET AND UTILITY COMMITTEE
March 6th, 2023
The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the
Albany Village Hall by Chairperson Larry Nipple. Members present were: Nipple, Kim Blumer,
Jim Mauerman, Roald Henderson, Absent: Eileen Althaus. Also present: Lonnie Gill, Ex-Officio,
Tim Astfalk and Kiera Depries of Mead & Hunt.
Proof of posting was verified.
MINUTES: Motion by Blumer, seconded by Mauerman, to approve the previous minutes as
printed. Carried.
PROPOSED CHANGE TO MEAD & HUNT CONTRACT FOR PHOSPHORUS
REMOVAL: Depies of Mead & Hunt explained that the WI DNR will reimburse the Village of
Albany $17,000 for engineering cost that the village paid previously for phosphorus removal.
Motion by Blumer, seconded by Mauerman to approve the one time change. Carried. The
previous amount was $9000.00.
APPROVAL OF PHOSPHORUS CREDIT PAYMENT FOR 2023: Motion by Nipple,
seconded by Henderson to approve payment to “Reimer Family Farms” for 2023 trading credits
in the sum of $23,150.44. Carried. This total includes a 6.5% consumer price index increase.
The village will receive 174 credits for phosphorus removal.
APPROVAL WWTF UPGRADE PROJECT COMPLETION: Waste water system
replacement costs for 2023 was presented; the new updated costs have to be retained for
replacement and future costs. This is a DNR mandate fund that has to be maintained at a certain
level for this waste water equipment. Motion by Blumer, seconded by Mauerman, to approve
new annual costs of $8500.00. Carried. Blumer to sign the completion order to be sent to DNR.
SEWER MANHOLES AND LIFT STATION UPDATE: Mead & Hunt is still working on
this.
ENDPOINT UPDATE: Gill states that we have 8 remaining units to be replaced.
BIDS TO REPLACE THE 2009 FORD F450: Motion by Blumer, seconded by Nipple, to
allow Gill to seek bids on heavy duty truck complete with box, plow, and salt spreader. He will
check with Ford, Dodge, IHC etc. Carried.
CROSSING SIGNS ON WATER & MAIN ST: Motion by Henderson, seconded by Blumer,
to investigate the financing and possibility of donations to help pay for two solar powered signs
located at Water and Main street for a cost of $7100.00. Carried.
TRAINING: None at this time.
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: None at this time
ADJOURNMENT: Motion by Blumer, seconded by Mauerman, to adjourn. Carried.
