May 1st, 2023
The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the Albany
Village Hall by Chairperson Larry Nipple. Members present were: Nipple, Kim Blumer, Jim Mauerman,
Roald Henderson, and Eileen Althaus. Also present: Lonnie Gill, Ex-Officio, and Tim Astfalk of Mead &
Hunt.

MINUTES: Motion by Blumer, seconded by Mauerman, to approve the previous minutes as printed.
Carried.
SIGNAGE FOR MADISON / WATER STREET: Gill reported the one way at Madison Street and North
Water Street is minimally marked; it should have additional No Left Turn markings. Motion by Blumer,
seconded by Henderson, to have public works install stop signs at Madison/North Water Street and at
the Legion Park exit to prevent cars driving the wrong way on a one way street. Carried.
CURB PAINTING: Gill reported that all supplies are ready for curb painting; this will get started once the
weather gets warmer.
WATER & SEWER RATES: The Village is required to have an equipment replacement reserve fune in the
amount of $75,000; which is for pump motors, grinders, etc. The Village needs to add approximately
$8,500 annually to this account and in order to stay up with inflation, our water and sewer rates will
need to increase. The Village will need to apply to the Public Service Commission for an increase in
water rate and the sewer rate can match the water without PSC approval. Motion by Blumer, seconded
by Mauerman, to apply to the PSC for a 5% increase in water rates and if approved, the village will
match with a 5% sewer rate increase. Carried.
NEW PUMP AND MOTOR FOR LIFT STATION #5: As mentioned in “Rate Increase” the cost of pumps
and motors has risen drastically. The second pump at station 5 is leaking and a new pump will take
approximately 8-10 months to receive. The cost of a new pump is $20,026, which is twice to three times
as costly as in the past. Motion by Blumer, seconded by Mauerman, to allow Gill to place an order for
the pump replacement. Carried.
2023 ROADWORK: Gill presented a list of village streets to be resealed and/or paved. After discussion it
was proposed that we pave the three remaining gravel streets in the village, which are Burt, Rhyner and
Ruebens Cave, and to seal coat the other streets for a total cost of approximately $210,000. The paving
for the three streets is $165,000 and the remaining amount is for the seal coating. Motion by Althaus,
seconded by Mauerman, to move forward with the 2023 street work as presented. Carried.
BID OPENING FOR 2023 DUMP TRUCK / PLOW PACKAGE TO REPLACE 2009 FORD F450: As a result of
above roadwork and only receiving two bids from truck dealers, it was decided to put money towards
2023 roadwork. The board will revisit the replacement of truck in June as supplies of trucks and
equipment are at low levels right now and we would benefit later in the year. Motion by Nipple,
seconded by Blumer, to table truck replacement until later this year. Carried.

PUBLIC WORKS WORK DAY SCHEDULE: Motion by Nipple, seconded by Althaus, to approve Gill and
Gertsch to work 4 ten-hour days per week. Gertsch will work Tuesday – Friday 6am – 4pm, and Gill will
work Monday – Thursday 6:30 am-5:00 pm. Carried.
CROSSWALK SIGNS AT WATER / MAIN ST: Gill to call Decker Sign Company in Madison to discuss
cheaper options other than the $7,000 solar powered signs. Gill will report back by next Village Board
meeting.
TRAINING: Motion by Blumer, seconded by Henderson, to allow Blumer to attend the Wisconsin Waste
Water seminar in Watertown to earn six credits on June 8th, 2023 at a cost of $45. Carried.
