MINUTES OF THE ALBANY VILLAGE BOARD
May 9, 2022
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village Hall
by President Kim Blumer. Members present were: Blumer, Larry Nipple, Michelle Monson,
Bert Hefty, Tonya Stephan and Eileen Althaus. Absent: Fred Johnson. Also present were Robert Ritter,
Lonnie Gill and Roald Henderson. Logan Webb was present at 6:54 p.m.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Hefty, seconded by Nipple, to approve the agenda as posted. Carried.
MINUTES: Motion by Althaus, seconded by Monson, to approve the minutes of the April 11, 2022 board
meeting making the correction on the motion seconded to approve the agenda. Carried.
PRESIDENT’S MOMENT: Nothing at this time.
PUBLIC APPEARANCES: None.
BROADBAND FORWARD! COMMUNITY ORDINANCE: Henderson was present to give some more
information on this proposed ordinance. It is a voluntary program and no deadline at this time to adopt
this ordinance; however, there is grant money available towards broadband expansion, but only eligible
if this ordinance is in place. Motion by Hefty, seconded by Stephan, to take this to the Plans Commission
for more discussion. Carried.
OPERATOR’S LICENSES: Motion by Stephan, seconded by Monson, to approve operator’s licenses for
Lorene Rockwell and Sheila Nelson. Carried.
COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports were acted
on and placed on file:
Police, Fire, License 4-27-22 Street and Utility 5-2-22
ALBANY RIVERFEST REQUEST: Motion by Stephan, seconded by Monson, to approve Albany Riverfest
request to close North Water Street from East Main Street to Madison Street and blocked at Oak,
Milwaukee and Madison Streets from 9am Friday, August 19 to 8pm Sunday, August 21, 2022 for
scheduled events and to allow alcohol on North Water Street; also to approve the parade route starting
at 1pm on South Fifth Avenue and ending at the Legion with No Parking starting at 8am on East Main
Street from South Fifth Avenue to North Water Street. Carried.
2022 ROADWORK: Gill was to reach out to other contractors to see if bids could compare with the County
bid; Gill was informed the other contractors could not compare with the County bid so Gill will meet with
the County. No action taken.
BILLS: Motion by Monson, seconded by Hefty, to approve the bills as presented. Carried.
ANNOUNCEMENTS AND FUTURE ITEMS: Nothing.
ADJOURNMENT: Motion by Monson, seconded by Hefty, to adjourn. Carried.

NOTICE IS HEREBY GIVEN to the public and to the news media pursuant to s. 19.84,
Wisconsin Statutes, that a meeting of the Village Board of Trustees of the Village of Albany will
be held on Monday, May 9, 2022, at 6:30 p.m. located at the Albany Village Hall, 206 N. Water
Street, Albany, Wisconsin.
