MINUTES OF THE ALBANY VILLAGE BOARD June 13, 2022 The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village Hall by President Kim Blumer. Members present were: Blumer, Larry Nipple, Michelle Monson, Bert Hefty, Tonya Stephan, Eileen Althaus and Fred Johnson. Also present were Robert Ritter, Lonnie Gill, Arlyn and Bonnie Zee, Boomer Detra and Tonya Briggs. The Pledge of Allegiance was shared. Proof of posting was verified. AGENDA: Motion by Hefty, seconded by Johnson, to approve the agenda as posted. Carried. MINUTES: Motion by Stephan, seconded by Monson, to approve the minutes of the April 11, 2022 board meeting as printed. Carried. PRESIDENT’S MOMENT: Nothing at this time. PUBLIC APPEARANCES: None. APPROVE CSM LOT 4 (SEPARATING INTO LOTS 1 & 2), SOUTH CINCINNATI STREET: Motion by Monson, seconded by Stephan, to approve CSM Lot 4 on South Cincinnati Street to separate in two, Lots 1 and 2. Carried. PUBLIC HEARING – REZONE LOT 4, SOUTH CINCINNATI STREET: Motion by Monson, seconded by Stephan, to approve the rezoning of separated Lot 1 of Lot 4 on CSM 2011 from R-2 Multifamily to R-4 Two Family, South Cincinnati Street. Carried. LIBRARY UPDATE: Nothing. APPROVE CSM – PARCEL #2310103890000: Motion by Monson, seconded by Althaus, to approve CSM for parcel #231010389000 off North Mechanic Street. Carried. APPROVE CSM 5510 – 110 NORTH WATER STREET: Motion by Stephan, seconded by Monson, to approve Certified Survey Map 5510 located at 110 North Water Street. Carried. APPROVE CSM, COUNTY HIGHWAY F: Motion by Johnson, seconded by Monson, to approve Certified Survey Map for County Highway F. Carried. ARPA FUNDS: Brewer explained that the treasury is requiring reporting on the ARPA funds, even though we do not need to know exactly what we are spending the funds on at this time; and with the new final rule there is the standard revenue loss that the treasury is strongly recommending municipalities that received less than $10 million use for reporting purposes. Motion by Stephan, seconded by Monson, to use the standard revenue loss. Carried. 2021 AUDIT: Discussed the 2021 audit and look at reporting to each committee starting in June where their funding balances are at. Motion by Althaus, seconded by Stephan, to approve the 2021 audit. Carried. Village Board June 13, 2022 Page 2 BANK ACCOUNTS SIGNORS: Motion by Stephan, seconded by Johnson, to remove Laurie Keepers from the bank accounts; add Melissa Pryce to the bank accounts; and keep Kim Blumer, Eileen ALthaus and Michelle Brewer on the bank accounts. Carried. COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports were acted on and placed on file: Parks 4/18/22 Building, Grounds, Cemetery, Parks 5/2/22 Police, Fire, License 5/25/22 Plans Commission 6/2/22 Street & Utility 6/6/22 RE-HIRE COMMISSIONERS: Motion by Stephan, seconded my Hefty, to re-hire Jeff Inabnit and Don LaPointe as ballpark commissioners. Carried. RE-HIRE REC DIRECTOR: Motion by Stephan, seconded by Althaus, to re-hire Cindy Mauerman as recreation director. Carried. REC DIRECTOR HIRE ASSISTANT: Motion by Stephan, seconded by Althaus, to have Mauerman be in charge of hiring her assistant. Carried. USE FOR GRANT MONEY: Motion by Stephan, seconded by Monson, to look at using the $1170 grant money towards Water Tower park equipment. Carried. SUMMER PARKS LABORER: Motion by Nipple, seconded by Stephan, to approve Gill to conduct interviews and hire summer parks laborer. Carried. REPLACE INDUSTRIAL PARK SIGN: Motion by Hefty, seconded by Johnson, to approve the replacement of the industrial sign using composite at a cost of $1,250. Carried. UPPER RIVER CABLE: No action at this time. 2022-23 LICENSE RENEWALS: Motion by Johnson, seconded by Nipple, to renew all Class “A” Beer Licenses as printed; Class “B” Beer Licenses as printed; Class “A” Liquor Licenses as printed; Class “B” Liquor Licenses as printed; Class “C” Wine Licenses as printed; all cigarette licenses as printed; all coin machine licenses as printed; all amusement device licenses as printed; all gambling device licenses as printed; and all dance permit licenses as printed. Carried. 2022-23 OPERATOR’S LICENSE RENEWALS: Motion by Johnson, seconded by Monson, to approve all 2022-2023 renewal operator’s licenses as printed. Carried. Village Board June 13, 2022 Page 3 OPERATOR’S LICENSES: Motion by Johnson, seconded by Nipple, to approve an operator’s license for Lily Larson. Carried. TODD MALCOOK REQUEST: Motion by Blumer, seconded by Althaus, to approve Malcook’s preliminary project request for storage units in the commercial district on Lot 1, Section 21, CSM 4164, contingent upon purchasing the property; meeting all the setbacks including state setbacks; consulting with the fire inspector and then come back before the board for final approval. Carried. Nipple abstained. BROADBAND FORWARD! COMMUNITY ORDINANCE: Motion by Blumer, seconded by Stephan, to appoint the Clerk’s office as point of contact, using village clerk email and then sending completed application to the Village Board for final approval or denial and to set the application fee at $75. Carried. 2021 CMAR: Motion by Nipple, seconded by Blumer to approve the 2021 CMAR report. Carried. JULY 2022 MEETING DATE: Motion by Nipple, seconded by Althaus, to move the July meeting date to Wednesday, July 6, 2022. Carried. BILLS: Motion by Althaus, seconded by Blumer, to approve the bills as presented. Carried. ANNOUNCEMENTS AND FUTURE ITEMS: Nothing. ADJOURNMENT: Motion by Blumer, seconded by Hefty, to adjourn.
