MINUTES OF THE ALBANY VILLAGE BOARD July 11, 2022 The regular meeting of the Albany Village Board was called to order at 6:26 p.m. in the Albany Village Hall by President Kim Blumer. Members present were: Blumer, Michelle Monson, Fred Johnson, Eileen Althaus, Larry Nipple, Bert Hefty and Tonya Stephan. Also present was Jeff Klett. The Pledge of Allegiance was shared. Proof of posting was verified. AGENDA: Motion by Monson, seconded by Hefty, to approve the agenda as posted. Carried. MINUTES: Motion by Althaus, seconded by Johnson, to approve the minutes of the June 13, 2022 board meeting as printed. Carried. PRESIDENT’S MOMENT: Nothing at this time. PUBLIC APPEARANCES: None. LIBRARY UPDATE: Althaus reported the Alliant bill has significantly gone down due to the solar panels. The summer program has gone great, both virtual and in-person. JEFF KLETT – WI STATE ASSEMBLY CANDIDATE: Klett introduced himself and explained that he is running for the 45th district, lives in Beloit and wanted to share that if he gets elected he is a listener and would be interested in helping in any way he can. He thanked the board members for serving their community and will drop brochures off when they are ready. OPERATOR’S LICENSES: Motion by Johnson, seconded by Monson, to approve operator’s licenses for Ashley Eimermann Mueller and Estechia Dominguez. Carried. COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports were acted on and placed on file: Police, Fire, License 6/22/22 Personnel Commission 6/27/22 Street & Utility 7/6/22 Public Hearing/Plans 7/7/22 POLICE DEPARTMENT WAGES: Motion by Blumer, seconded by Monson, to start hiring process for a new full-time police officer with a starting wage of $20/hr and then .50 raise after six months and then raise to $22/hr after a successful one year probation. Carried. SEWER POND UPGRADE CHANGE ORDER: Motion by Nipple, seconded by Blumer, to approve the change order in the amount of $585 to add an electrical conduit to the plans in order to allow future work on wiring. Carried. SEWER POND UPGRADE PAY REQUEST: Motion by Nipple, seconded by Althaus, to approve the pay request to Midwest General & Mechanical Contractors in the amount of $99,540.19. Carried. Village Board July 11, 2022 Page 2 STORM SEWER CREDITS FOR INDUSTRIAL PARK: Motion by Nipple, seconded by Althaus, to sell the developer of land in the industrial park on the corner of Hwy 59 and Ogden Ave credits for 2.5 acres for approximately $9,000. Carried. TRAINING: Motion by Nipple, seconded by Hefty, to send Blumer to training in Marshfield and Gill to the equipment rodeo in Plover. Carried. CONDITIONAL USE PERMIT: 209 EAST MAIN STREET: Motion by Blumer, seconded by Monson, to approve a conditional use permit to TCM Property Management LLC for the property located at 209 East Main Street to convert from a single-family home into a duplex, upper and lower units, contingent on there being a restriction in the rental leases of one vehicle per unit and obtaining all required permits and inspections necessary for occupancy. Carried. APPROVAL OF BILLS: Motion by Monson, seconded by Hefty to approve the bills. Carried. ANNOUNCEMENTS: Nipple brought up the minutes from the Fire Department that indicated the village board turned down helping to install the rescue cables; the board would like to clarify that there are not any funds at this time to proceed forward with this project, would like to look into grants for this project. There will be a Personnel meeting scheduled for July 25, 2022. Brewer announced a Basics of Budgeting webinar that League of Wisconsin Municipalities is hosting on July 27, 2022; Althaus, Brewer and Pryce will be attending.
