MINUTES OF THE ALBANY VILLAGE BOARD August 1, 2022 The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village Hall by President Kim Blumer. Members present were: Blumer, Eileen Althaus, Larry Nipple, Bert Hefty and Tonya Stephan. Absent: Michelle Monson and Fred Johnson. Also present was Lonnie Gill, Stephen Hubert and Jeff Klett. The Pledge of Allegiance was shared. Proof of posting was verified. AGENDA: Motion by Stephan, seconded by Hefty, to approve agenda as posted. Carried. MINUTES: Motion by Hefty, seconded by Althaus, to approve the minutes of the July 11, 2022 board meeting as printed. Carried. PRESIDENT’S MOMENT: Nothing. PUBLIC APPEARANCES: None. LIBRARY UPDATE: Nothing. EMS GARAGE DOOR REPLACEMENT/REPAIR: Hubert was present to discuss replacement of the EMS overhead door where damage was done by the Village during plowing. Hubert did not have the quote for the full door needed at the time of the meeting; item was tabled until the full quote has been received. Brewer will look into insurance options. OPERATOR’S LICENSES: Motion by Althaus, seconded by Stephan, to approve operator’s license for Lisa Nickols contingent on her obtaining the required course training. Carried. MAIN & BACKUP SERVERS REPLACEMENTS: Motion by Stephan, seconded by Hefty, to accept the bids as proposed from Computer Know How for replacement server and backup server. Carried. RIVER DAM BOARD INSTALLATION TRAINING: Gill looked into training and could not find any DNR programs that provide actual training for the installation of the dam boards; they only give guidance on when to put on and take off the boards. A suggestion for safety measures was made to have employees wear life vests during the process. Motion by Stephan, seconded by Althaus, to have Gill write up a safety protocol and bring back to the board for approval. Carried. POLICE DEPT WAGES: Motion by Blumer, seconded by Stephan, to start part-time police officers at $18/hr then raise to $20/hr after field training is complete at Police Chief’s discretion. Carried. POLICE DEPT FULL-TIME POSITION: Motion by Blumer, seconded by Hefty, to start the hiring process for a full-time police officer. Carried. WWTF UPGRADE CHANGE ORDER 2: Motion by Nipple, seconded by Althaus, to approve the Change Order 2 to move the completion date to October 20, 2022. Carried. WWTF UPGRADE PAY REQUEST: No pay request presented; tabled until next meeting. Village Board August 1, 2022 Page 2 STORM WATER CREDIT INDUSTRIAL PARK: Motion by Nipple, seconded by Blumer, to offer the .45 acres of impervious area in addition to the credits offered in July to the new developer asking to put in storage sheds in the industrial park. Carried. Motion by Nipple, seconded by Blumer, to allow the new developer to install a culvert and repair to Ogden Ave in order to run storm water to pond. Carried. GILL OFFICE DESK: Discussed rearranging the current desk; no action taken. STREET & UTILITY SEPTEMBER MEETING DATE: Motion by Nipple, seconded by Blumer, to move the September Street & Utility meeting to September 7, 2022 due to Labor Day. Carried. APPROVAL OF BILLS: Motion by Althaus, seconded by Hefty, to approve the bills. Carried. ANNOUNCEMENTS: Stephan wondered about advertising for businesses to buy a space for the sign to advertise their business; we can take that to the Parks meeting. Nipple informed the board that Tim Astfalk of Mead & Hunt will be retiring at the end of 2022. He did introduce his replacement, Kiera Depies, at the Street & Utility meeting. Gill will mark the spot next to S&B Tubing as “Loading Zone” from Memorial Day to Labor Day. ADJOURNMENT: Motion by Nipple, seconded by Stephan, to adjourn. Carried. MICHELLE C. BREWER, Clerk
