MINUTES OF THE ALBANY VILLAGE BOARD September 12, 2022 The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village Hall by President Kim Blumer. Members present were: Blumer, Eileen Althaus, Larry Nipple, Bert Hefty, Tonya Stephan and Michelle Monson. Absent: Fred Johnson. Also present was Lonnie Gill, Robert Ritter, Jeannie Bifulk and Kurt Soderberg. The Pledge of Allegiance was shared. Proof of posting was verified. AGENDA: Motion by Monson, seconded by Stephan, to approve agenda as posted. Carried. MINUTES: Motion by Althaus, seconded by Monson, to approve the minutes of the July 11, 2022 board meeting as printed. Carried. PRESIDENT’S MOMENT: Nothing. PUBLIC APPEARANCES: Jeannie Bifulk of Agrace Funeral and Cremation Service, which has been owner by her and her husband, Lance Bifulk, since 1993 was present; thanked everyone on the board for their service; to clear up a rumor that has been going around that Agrace is closed; she assures Agrace Funeral and Cremation Services is not closed, they are fully operational and functional; licensed in the state of Wisconsin and Illinois. While their main firm of operation is in Illinois; they are still operational in the Albany area to service all needs. KURT SODERBERG – ALBANY SCHOOL SUPERINTENDENT: Mr. Soderberg was present to introduce himself and ask us to consider incorporating more comet/school colors around the village and presented a packet of flag designs. Albany School District is looking into purchasing some flags to add to some of the poles to show the school colors. Also would like to look at getting some signage at the entrances of each end of town, in the areas where we have the village signs; those signs could also have some of the schools recognitions. Motion by Monson, seconded by Stephan, to approve the orange, blue or combination flags for each end of town. Carried. Gill will check with Alliant to see about getting approval to place flags on their poles. LIBRARY UPDATE: Althaus reported that the Library Silent Auction coming up; this is the last week to donate. The auction will be held online from September 15, 2022 to October 5, 2022; the last day will be both in-person and online. GREEN COUNTY BROADBAND FLYER REQUEST: Motion by Monson, seconded by Stephan, to approve Green County sending their Broadband Flyer with the Village tax bills. Carried. EMS GARAGE DOORS: Brewer explained that we received the complete quote from the EMS for the door that was damaged during plowing in December 2020 and that a claim was filed with the Village insurance. Motion by Monson, seconded by Hefty, to have the EMS obtain a second quote. Carried. FARMER’S/CRAFTER’S MARKET REQUESTS: Brewer explained that the Farmer’s/Crafter’s Market would like to ask if they can extend the market date to include October 16, 2022 and to move the market location from the Legion Park to either the Village Parking Lot or Library Parking Lot/Park for the remaining two day, September 18, 2022 and October 16, 2022, due to the Riverfest obstacle course creating a mud pit in the area they set up for the market. Motion by Monson, seconded by Hefty, to approve the request for the Farmer’s/Crafter’s Market for September and October 2022. Carried. OPERATOR’S LICENSES: Motion by Althaus, seconded by Stephan, to approve operator’s licenses for Lisa Nickols, contingent on her completing the responsible server’s course, and Ashley Letcher. Carried. RESOLUTION 05-22 LIBRARY TAX EXEMPTION: Motion by Stephan, seconded by Althaus, to approve Resolution 05-22 Library Tax Exemption. Carried. RESOLUTION 06-22 AUTHORIZING THE ISSUANCE AND SALE OF UP TO $87,057 WATER AND SEWER SYSTEM REVENUE BONDS, SERIES 2022, AND PROVIDING FOR OTHER DETAILS AND COVENANTS WITH RESPECT THERETO, AND APPROVAL OF RELATED $290,189 FINANCIAL ASSISTANCE AGREEMENT: Motion by Monson, seconded by Nipple, to approve Resolution 06-22 as presented. Carried. APPROVAL OF DNR FINANCIAL ASSISTANCE AGREEMENT FOR CLEAN WATER FUND PROGRAM: Motion by Nipple, seconded by Hefty, to approve DNR Financial Assistance Agreement for Clean Water Fund program. Carried. FALL BASEBALL FIELD USE: Motion by Stephan, seconded by Monson, to allow the high school travelling league to use the Village Park on Sunday’s from August 28 through October 1, 2022, with a rain date of October 9, 2022. Carried. POLICE DEPARTMENT FULL-TIME POSITION: Ritter reported he has been getting some applications for the full-time position and the application period is open through September 27, 2022. Motion by Monson, seconded by Nipple, to start experienced police officer up to $23.50; then .50 raise after six months; and another .50 at the end of successful one year probation period. Carried. INDUSTRIAL PARK STORAGE SHEDS: Motion by Blumer, seconded by Althaus, to approve the $9,000 assessment fee for M4 Storage, LLC; and approving the storage sheds plans for M4 Storage, LLC, contingent on meeting state highway setbacks, approval from DNR on storm water plan; and payment of the $9,000 assessment fee. Carried. FENCE PLAN: Motion by Blumer, seconded by Stephan, to approve the fence plan at 410 South Mill Street. Carried. ENERGENECS STANDPIPE UPGRADE: Motion by Nipple, seconded by Blumer, to upgrade the water standpipe, Scada Antenna, and to repair door seal for costs not to exceed $3,810. Carried. APPROVAL OF BILLS: Motion by Althaus, seconded by Blumer, to approve bills as presented. Carried. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: There will be some changes happening at the Green County Landfill; we will need to look into more information going forward.
