MINUTES OF THE ALBANY VILLAGE BOARD
October 10, 2022
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village
Hall be President Kim Blumer. Members present were: Blumer, Althaus, Nipple, Hefty, Monson,
Johnson and Stephan. Also present: Lonnie Gill and Robert Ritter.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Monson, seconded by Hefty, to approve agenda as posted. Carried.
MINUTES: Motion by Stephan, seconded by Althaus, to approve the minutes of the September 12, 2022
board meeting as printed. Carried.
PRESIDENT’S MESSAGE: Nothing.
PUBLIC APPEARANCES: Nothing.
LIBRARY UPDATE: The silent auction ends on Saturday, October 15, 2022 at 1pm. Bidding is currently
taking place online until October 14, 2022; and in-person bidding will be held at the library from October
14 at 4pm to October 15, 2022 at 1pm. There are 109 items on the auction and a lot of room for
bidding; some items do not have any bids yet. This year’s goal is $3,500 and they are currently at
$2,850.
APPROVE CSM – PARCEL #2300406650000/DECATUR-ALBANY RD: Motion by Blumer, seconded by
Johnson, to approve the CSM. Carried.
PUBLIC WORKS GPS TRACKING ACCOUNT: Motion by Nipple, seconded by Monson, to cancel the
contract and remove GPS tracking devices on the vehicles. Carried.
WELL HOUSES STEEL PANELS: Motion by Stephan, seconded by Hefty, to purchase the steel panels for
the well houses. Carried.
TRICK-OR-TREAT HOURS: Motion by Hefty, seconded by Johnson, to set the trick-or-treat hours for
October 31, 2022 from 5pm-7pm. Carried.
FALL ACCEPTANCE DATE: Motion by Hefty, seconded by Stephan, to set the Recycle Fall Acceptance
date for October 15, 2022. Carried.
BASEBALL FIELD SOD: Gary Armitage and John Thill will work together on getting recommendations and
quotes for re-doing the baseball field sod area, looking to start the project this Fall.
SUMMER BONUSES: Motion by Stephan, seconded by Althaus, to approve summer bonuses in the
amount of $500 for Cindy Mauerman, Recreation Director; $500 for Avary Briggs, Summer Parks
Laborer; and $250 for Anndrea Terry, Recreation Director Assistant. Carried
PUBLIC WORKS ON-CALL PAY: Motion by Blumer, seconded by Althaus, to raise the on-call pay to $50
per day plus one hour of overtime minimum for doing rounds, including public works supervisor, to
begin at the start of 2023. Carried.

2023 WAGES: Motion by Blumer, seconded by Hefty, to approve wages as written for 2023. Carried.
ANDY GERTSCH PAY: Motion by Blumer, seconded by Stephan, to raise his wage back to $18/hr
effective immediately and does not need to pay back the over payment of wages. Carried.
NEW FIRE TRUCK: Motion by Johnson, seconded by Monson, to approve the purchase of a new fire
truck in 2023 in the amount of $500,000. Carried.
INTENT TO APPLY EVALUATION: Motion by Nipple, seconded by Blumer, to allow Mead & Hunt to file
the Intent to Apply to the DNR for our future wastewater treatment work. Carried.
APPROVAL OF BILLS: Motion by Stephan, seconded by Althaus, to approve the bills as presented.
Carried.
ANNOUNCEMENTS: Gill announced that our new endpoints have arrived and we will begin scheduling
appointments to all customers to get those replaced.
Gill explained still waiting on replacement of the antennae at the standpipe for the SCADA system.
ADJOURN TO CLOSED SESSION: Motion by Blumer, seconded by Althaus, to go into closed session
under §19.85(1)(c). Roll call vote: Monson—yes; Johnson—yes; Althaus—yes; Blumer—yes; Nipple—
yes; Stephan—yes; Hefty—yes. Carried.
RECONVENE TO OPEN SESSION: Motion by Monson, seconded by Johnson, to reconvene to open
session. Roll call vote: Monson—yes; Johnson—yes; Althaus—yes; Blumer—yes; Nipple—yes;
Stephan—yes; Hefty—yes. Carried.
RECCOMENDATIONS FROM CLOSED SESSION: Motion by Blumer, seconded by Nipple, to offer part-
time employment to Vincent Blom with the chance to move into full time after successful training
period. Carried.
ADJOURNMENT: Motion by Monson, seconded by Stephan, to adjourn. Carried.
