MINUTES OF THE ALBANY VILLAGE BOARD
December 12, 2022
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village
Hall be President Kim Blumer. Members present were: Blumer, Althaus, Nipple, Hefty, Monson,
Johnson and Stephan. Also present: Diane Harrigan-Kapal, Frank Kapal, Lonnie Gill and Robert Ritter.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Monson, seconded by Hefty, to approve the agenda as posted. Carried.
MINUTES: Motion by Hefty, seconded by Stephan to approve the minutes of the November 14, 2022
meeting as printed. Carried.
PRESIDENT’S MESSAGE: Blumer thanked Eileen for all her years of service on the board since she is not
seeking re-election.
PUBLIC APPEARANCES: None.
LIBRARY UPDATE: Snack with Santa went over very well; they had over 150 kids. The library has hired a
part time librarian and Jessica Horn will continue doing the daily in-house.
DIANE HARRIGAN-KAPAL: 2023 FARMERS/CRAFTERS MARKET: Harrigan-Kapal thanked the board for
allowing the farmers/crafters market this past year; each month were able to donate locally. She would
like to request to continue the market for the 2023 year from May through October, 8am-1pm,
coinciding with the Legion breakfast, which is on the third Sunday of the month. June’s date will be the
11th to schedule around Father’s Day. Motion by Nipple, seconded by Stephan, to allow the
farmers/crafters market to be in the Legion Park on the third Sunday of each month from 8am-1pm
from May to October. Carried.
SET DATE FOR 2023 CAUCUS: Motion by Blumer, seconded by Monson, to set the caucus date for
January 9, 2023. Carried.
CEMETERY 2023 CONTRACT: Gill reported that everything has gone well and have not had any
complaints. We have a two year contract with Disch, which will expire at the end of 2023.
AUDITOR CONTRACT: Motion by Blumer, seconded by Althaus, to approve contract for the 2022 audit
with Sitzberger. Carried.
OPERATOR’S LICENSES: Motion by Johnson, seconded by Hefty, to approve operator’s licenses for
Amber Schneider and Jacqueline Lageson; and Jessica Geasland-Lea contingent on her completion of the
responsible server’s course. Carried.
EMPLOYEE VACATION CARRY-OVER: Motion by Blumer, seconded by Althaus, to approve Brewer to
carry-over 10 hours of vacation in addition to the 40 hours. Carried.
EMPLOYEE GIFT CARDS: Motion by Monson, seconded by Stephan, to continue gift cards for the
employees as we have in the past years. Carried.
CHRISTMAS EVE HOLIDAY: Motion by Blumer, seconded by Monson, to approve the Christmas Eve
holiday be a full day off, Friday, December 23, 2022 using four hours of holiday and four hours of
vacation. Carried.
ANNUAL PHOSPHORUS REMOVAL REPORT AND PHOSPHORUS TRADING PAYMENT: Motion by Nipple,
seconded by Althaus, to approve annual phosphorus removal report as presented by Mead & Hunt.
Carried.
RIEMER’S AGREEMENT: Motion by Nipple, seconded by Monson, to amend the agreement with
Riemer’s to a calendar year for our future payments. Carried.
PURCHASE BACKHOE: Motion by Nipple, seconded by Stephan, to place an order for a John Deer
Backhoe which will replace our old one with financing through Board of Commissioners of Public Lands.
Carried. We currently do not have an actual price, but will also get a trade-in for our current backhoe.
BACK ALLEY FENCE: Motion by Nipple, seconded by Stephan, to allow public works to purchase some
steel guardrails to fasten to the posts at a cost not to exceed $1,500 to repair the fence. Carried.
APPROVAL OF BILLS: Motion by Monson, seconded by Stephan, to approve the bills. Carried.
ANNOUNCEMENTS: Nipple reported that the January Streets meeting has been moved to January 4,
2023 at 6:30 p.m. Nipple also mentioned that Tim Astfalk is retiring at the end of the year and would
like to recognize his service to the village for all these years.
ADJOURNMENT: Motion by Monson, seconded by Stephan, to adjourn. Carried.
