VILLAGE CAUCUS January 9, 2023 The caucus was called to order at 6:32 p.m. on Monday, January 9, 2023 by President Kim Blumer in the Albany Village Hall. Present were: Blumer, Larry Nipple, Bert Hefty, Michelle Monson and Tonya Stephan. Tonya Stephan had to leave. Absent: Eileen Althaus and Fred Johnson. Also present: Lonnie Gill, Robert Ritter, Michelle Brewer, Missy Pryce, Karl Blumer and Roald Henderson. Blumer announced we need a Chair for the meeting as his position is open. Motion by Monson, seconded by Nipple, to nominate Hefty as Chair. Carried. Hefty asked for two names to serve as tellers in case there is a need for a vote later. Hefty and Stephan will serve as tellers if necessary. Hefty announced that the village president position was open at this time for a two year term. This position is currently held by Kim Blumer. Hefty opened up the floor for nominations for the president position. Motion by Nipple, seconded by Monson, to nominate Kim Blumer for president. Hefty asked for more nominations; hearing none, a motion was made by Nipple, seconded by Monson to close the nominations for president. Hefty announced that there were three village trustee positions open at this time for two year terms. These positions are currently held by Eileen Althaus, Michelle Monson and Larry Nipple. Hefty then opened up the floor for nominations for the three trustee positions. Motion by Monson, seconded by Blumer, to nominate Larry Nipple. Motion by Nipple, seconded by Monson, to nominate Roald Henderson. Motion by Hefty, seconded by Nipple, to nominate Michelle Monson. Hefty asked for more nominations; hearing none, a motion was made by Hefty, seconded by Monson, to close nominations. Numbers were drawn for the trustee order on the ballot. The order is as follows: Roald Henderson, Larry Nipple and Michelle Monson. The Caucus was then closed. 6:35 p.m. MICHELLE C. BREWER, Clerk MINUTES OF THE ALBANY VILLAGE BOARD January 9, 2023 The regular meeting of the Albany Village Board was called to order at 6:36 p.m. in the Albany Village Hall be President Kim Blumer. Members present were: Blumer, Larry Nipple, Bert Hefty, Michelle Monson and Tonya Stephan. Absent: Eileen Althaus and Fred Johnson. Also present: Lonnie Gill, Robert Ritter, Missy Pryce and Roald Henderson. The Pledge of Allegiance was shared. Proof of posting was verified. AGENDA: Motion by Stephan, seconded by Hefty, to approve the agenda as posted. Carried. MINUTES: Motion by Monson, seconded by Nipple, to approve the minutes of the December 12, 2022 meeting as printed. Carried. PRESIDENT’S MESSAGE: Nothing. PUBLIC APPEARANCES: None. LIBRARY UPDATE: Henderson explained there is an item on the agenda for tonight to appoint Hannah Grant for the school district rep. The school superintendent recommended Grant to replace Everson as Everson will now be the library director. On January 28, 2023 from 10am – 1pm, the library will have an open house to meet Everson, refreshments will be served. LIBRARY BOARD – APPOINT HANNAH GRANT AS 3 YEAR SCHOOL DISTRICT REP: Motion by Monson, seconded by Stephan, to appoint Hannah Grant as the 3 year school district rep. Carried. GREEN COUNTY TOURISM AD: Motion by Blumer, seconded by Monson, to approve green county tourism ad same as last year. Carried. CONDITIONAL USE PERMIT – 200 OAK STREET: Motion by Monson, seconded by Stephan, to approve conditional use permit for Derek Broughton located at 200 Oak Street. Carried. APPROVAL OF BILLS: Motion by Monson, seconded by Hefty, to approve the bills. Carried. ANNOUNCEMENTS: Look into getting some more quotes on flooring. There was some discussion on looking into a crossing guard for the intersection at Main and Hwy 59 during school before and after hours. ADJOURNMENT: Motion by Monson, seconded by Stephan, to adjourn. Carried. 7:00 p.m.
