MINUTES OF THE ALBANY VILLAGE BOARD
February 13, 2023
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village
Hall be President Kim Blumer. Members present were: Blumer, Larry Nipple, Bert Hefty, Michelle
Monson, Fred Johnson and Tonya Stephan. Absent: Eileen Althaus. Also present: Lonnie Gill, Robert
Ritter, Missy Pryce, Oliva Otte and Scott Vosters.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Monson, seconded by Hefty, to approve the agenda as posted. Carried.
MINUTES: Motion by Hefty, seconded by Stephan, to approve the minutes of the January 9, 2023
caucus and meeting as printed. Carried.
PRESIDENT’S MESSAGE: Nothing.
PUBLIC APPEARANCES: None.
OLIVIA OTTE – GREEN COUNTY DEVELOPMENT CORPORATION: Otte was present to give some
information on the Green County Development Corporation and what they could do for the Village if we
become a member. They are non-profit and help with economic growth in communities; retain
businesses; and write grants to help businesses. The cost to be a member is $2,700 per year. The board
would like to get more information to look into this as a possibility.
LIBRARY UPDATE: Nothing.
FIRE DEPARTMENT OFFICERS: Motion by Johnson, seconded by Hefty, to approve Danny Mueller as
Chief and Justin Mueller as Assistant Chief. Carried.
ARBOR DAY PROCLAMATION: Motion by Blumer, seconded by Monson, to approve the Arbor Day
Proclamation. Carried.
RESOLUTION 01-23: AUTHORIZING $90,500 BORROWING: Motion by Nipple, seconded by Hefty, to
approve Resolution 01-23 authorizing the borrowing of $90,500 from the State of Wisconsin Board of
Commissioners of Public Lands for the purchase of a new backhoe/loader. Carried. Gill mentioned the
expected delivery of the backhoe is June 2023.
OPERATOR’S LICENSES: Motion by Johnson, seconded by Monson, to approve the operator’s licenses
for Payton Firth and Doris Rose contingent on completion of responsible server’s course. Carried.
PHOSPHORUS TRADING PAYMENT: Motion by Nipple, seconded by Blumer, to approve payment to
Reimer’s before June 1, 2023 with consumer price index adjustment. Carried.
2023 EQUIPMENT RATES: Motion by Nipple, seconded by Blumer, to accept the 2023 equipment rates.
Carried.
TRAINING: Motion by Nipple, seconded by Hefty, to approve Blumer to Fond du Lac for Government
Affairs on February 16, 2023 at a cost of $80; Gill to LaCrosse for Wisconsin Rural Waters on April 4-7,

2023 not to exceed $1,100; and Gertsch to Madison on February 14-16, 23, 2023 for his water license in
the amount of $475. Carried.
APPROVAL OF BILLS: Motion by Monson, seconded by Johnson, to approve the bills. Carried.
ANNOUNCEMENTS: Looking into prices on a lighted cross walk at the intersection of Main and Hwy 59.
Gill will gather more information on the trading in of older truck and purchase of new truck.
ADJOURNMENT: Motion by Monson, seconded by Nipple, to adjourn. Carried.
