MINUTES OF THE ALBANY VILLAGE BOARD
March 13, 2023
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village
Hall be President Kim Blumer. Members present were: Blumer, Hefty, Monson, Johnson and Stephan.
Absent: Eileen Althaus and Larry Nipple. Also present: Robert Ritter.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Johnson, seconded by Hefty, to approve the agenda as posted. Carried.
MINUTES: Motion by Monson, seconded by Stephan, to approve the minutes of the February 13, 2023
meeting as printed. Carried.
PRESIDENT’S MESSAGE: Nothing.
PUBLIC APPEARANCES: None.
OLIVIA OTTE – GREEN COUNTY DEVELOPMENT CORPORATION: Otte, executive director for Green
County Development Corporation, explained that the corporation works on business retention,
recruitment, talent attraction and development. They recently held a Green County Leaders program in
conjunction with UW Green County extension. In November 2022 they had a leader session in Albany
and did a first impressions tour of Albany. Thirty students came to town, many that hadn’t been here
before, to look at Albany as a tourist point of view. Goal of first impressions tour is to try to let the
students develop an eye for community development. This is a good tool for strategic planning and look
to see where our strengths and weaknesses are. The join the corporation, there is an annual fee of
$2700. They will help with grant writing; most grant writing for smaller communities has been done for
EMT and Fire Departments; but they are also flexible with where the need is. They will search for the
grants and provide one-on-one consulting. Motion by Johnson, seconded by Hefty, to sign up for one
year. Carried. Otte wants to get into the community right away, will be working with the chamber and
starting to meet with the businesses. It was questioned if we could possibly get a prorated amount,
since we are well into the year already, Otte will look into this. The item will be a standing item on the
board agenda. Albany Chamber will be having a meeting on Sunday, March 19, 2023 from 4-6pm at the
Lions Club.
LIBRARY UPDATE: Nothing.
RECYCLE CENTER SPRING ACCEPTANCE DATE: Motion by Monson, seconded by Johnson, to not move
forward with acceptance dates at this point. Carried.
OPERATOR’S LICENSES: Motion by Monson, seconded by Johnson, to approve operator’s license for
Doris Rose and Heather Mackey, contingent on completion of responsible server’s course; and for Ashli
Landen. Carried.
RIVERFEST REQUEST: Motion by Stephan, seconded by Monson, to approve the request to have two
sand volleyball courts on grassy area at legion and to relocate the kids’ obstacle course across from the
library. Carried.

POLICE OFFICER POSITION: Motion by Blumer, seconded by Stephan, to have Chief Ritter continue the
hiring process for a police officer to fill the full time position that is retiring. Carried.
PHOSPHORUS CONTRACT CHANGE MEAD & HUNT: Motion by Blumer, seconded by Hefty, to approve
the one time contract change for engineering costs from $9,000 to $17,000. Carried.
2023 PHOSPHORUS CREDIT PAYMENT: Motion by Blumer, seconded by Monson, to approve payment
to Riemer Family Farms for the 2023 trading credits in the sum of $23,150.44; which includes a 6.5%
consumer price index increase. Carried.
WWTF UPGRADE PROJECT: Motion by Blumer, seconded by Monson, to approve the new annual
amount of $8,500 to the equipment replacement fund. Carried. Hefty opposed.
2009 FORD F450 REPLACEMENT: Motion by Monson, seconded by Blumer, to approve Gill to seek bids
on a heavy duty truck complete with box, plow and salt spreader. Carried.
CROSSING SIGNS AT WATER & MAIN STREET: Tabled.
TRAINING: Nothing.
APPROVAL OF BILLS: Motion by Blumer, serconded by Hefty, to approve the bills. Carried.
ANNOUNCEMENTS: Add crossing signs at water & main street to next meeting.
ADJOURNMENT: Motion by Monson, seconded by Hefty, to adjourn.
