MINUTES OF THE ALBANY VILLAGE BOARD
April 10, 2023
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village
Hall be President Kim Blumer. Members present were: Blumer, Eileen Althaus, Bert Hefty, and Fred
Johnson. Absent: Michelle Monson and Tonya Stephan. Also present: Lonnie Gill, Robert Ritter and
Raymond Thurow.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Hefty, seconded by Johnson, to approve the agenda as posted. Carried.
MINUTES: Motion by Johnson, seconded by Althaus, to approve the minutes of the March 13, 2023
meeting as printed. Carried.
PRESIDENT’S MESSAGE: Blumer took a moment to thank Althaus for her service to the village board
PUBLIC APPEARANCES: Thurow was present to discuss some of the properties that are zoned as R-4
and R-2 properties and would like to know if the village would be interested in obtaining more mobile
home parks on these properties. Nipple explained that mobile home property owners have been
receiving calls from people who are interested in property to move their own mobile homes onto and
those that currently own mobile home parks do not have any more space for additional mobile homes.
Brewer explained this would require a public hearing at a Plans meeting for zoning. Thurow will put
together some more information and come back to a meeting.
GREEN COUNTY DEVELOPMENT CORPORATION: Olivia Otte was not able to be present as planned.
RESOLUTION 02-23: DNR OUTDOOR RECREATION GRANT: Tabled.
OPERATOR’S LICENSES: Motion by Johnson, seconded by Nipple, to approve operator’s licenses for
Nikki Tofte, April Paffel and Elisa Runaas. Carried.
CHICKEN PERMIT RENEWALS: Motion by Hefty, seconded by Nipple, to approve chicken permit
renewals for Ashley Pratt, Justin Jones, Amanda Hedlund, Roxanne Gruber, Kade Wilkinson, Leah Reisser
and Wolfbear Drache through February 2024. Carried.
MISSY PRYCE TRAINING: Motion by Althaus, seconded by Hefty, to approve Pryce to attend Food Safety
Management training in Cottage Grove. Carried.
APPROVAL OF BILLS: Motion by Althaus, seconded by Johnson, to approve the bills. Carried.
ANNOUNCEMENTS: Send out Mobile Home ordinances for next meeting. Add crossing signs at water &
main street to next meeting. Hefty brought up a concern about some large, dead trees on a property
and the owner is refusing to do anything for the renter of the property; just wondering if there is
anything we can do. Gill reported that B&M was in and replaced our main pump at Lift Station #5; but
looking at needing to replace the other pump at Lift Station #5, this will need to come to the Street &
Utility meeting.

ADJOURN TO CLOSED SESSION: Motion by Hefty, seconded by Nipple, to move into closed session. Roll
Call: Hefty – Yes; Nipple – Yes; Blumer – Yes; Althaus – Yes; and Johnson – Yes. Carried.
RECONVENE TO OPEN SESSION: Motion by Althaus, seconded by Althaus, to move into closed session.
Roll Call: Hefty – Yes; Nipple – Yes; Blumer – Yes; Althaus – Yes; and Johnson – Yes. Carried.
RECOMMENDATIONS FROM CLOSED SESSION: Motion by Blumer, seconded by Nipple, Ritter to post
the full-time police officer job ad again. Carried.
ADJOURNMENT: Motion by Blumer, seconded by Nipple, to adjourn.
