MINUTES OF THE ALBANY VILLAGE BOARD May 8, 2023 The regular meeting of the Albany Village Board was called to order at 6:31 p.m. in the Albany Village Hall be President Kim Blumer. Members present were: Blumer, Roald Henderson, Bert Hefty, Tonya Stephan, Larry Nipple, Michelle Monson and Fred Johnson. Also present: Lonnie Gill and Robert Ritter. The Pledge of Allegiance was shared. Proof of posting was verified. AGENDA: Motion by Monson, seconded by Stephan, to approve the agenda as posted. Carried. MINUTES: Motion by Johnson, seconded by Stephan, to approve the minutes of the April 10, 2023 meeting as printed. Carried. PRESIDENT’S MESSAGE: Blumer thanked Henderson for becoming a new board member. PUBLIC APPEARANCES: None. GREEN COUNTY DEVELOPMENT CORPORATION: Nothing. COMMITTEE/COMMISSION MEMBER LIST: Motion by Stephan, seconded by Hefty, to approve committee/commission member list as presented. Carried. VILLAGE BANK ACCOUNT SIGNER: Motion by Stephan, seconded by Nipple, to approve Michelle Monson as check signer and to remove former board trustee Eileen Althaus. Carried. RESOLUTION 02-23: LIBRARY VILLAGE REPRESENTATIVE: Motion by Monson, seconded by Stephan, to approve Resolution 02-23 appointing Eileen Althaus as library village representative. Carried. COMMUNITY SHREDDING EVENT: Nipple explained that in the past we had discussed the possibility of having this event and thought it would be worth looking into it again; it is $300/hr for a minimum of three hours. Brewer will get some more information and look into doing a poll to see if there is an interest from the community. Motion by Blumer, seconded by Nipple, to table until next month after we gather more information. Carried. CROSSWALK SIGNS AT WATER/MAIN STREET: Nipple reported that Gill presented alternate options for crosswalk signs that would be more financially attainable; they would require a solar option to go along with the signs as well. Motion by Blumer, seconded by Nipple, to table until more information is obtained. There was some discussion on painting a little further on the curbs by the softball diamond to help keep the emergency driveways clear. RE-HIRE SUMMER PARKS LABORER: Motion by Stephan, seconded by Monson, to re-hire Avary Briggs as the summer parks laborer. Carried. RE-HIRE BALL PARK COMMISSIONERS: Motion by Stephan, seconded by Hefty, to re-hire Jeff Inabnit & Don Lapointe as ball park commissioners. Carried. RE-HIRE REC-DIRECTOR: Motion by Stephan, seconded by Johnson, to re-hire Cindy Mauerman as rec- director. Carried. REC-DIRECTOR TO HIRE ASSISTANT: Motion by Stephan, seconded by Johnson, to have rec-director hire own assistant at her discretion. Carried. Village Board May 8, 2023 Page 2 SIGNAGE FOR MADISON/WATER STREET: Motion by Nipple, seconded by Blumer, to have public works install No Left Turn signage at Madison/Water Street to better indicate the one way on Water Street. Carried. WATER & SEWER RATES: Motion by Nipple, seconded by Blumer, to apply for a water rate increase of 5% and if that passes to go ahead and also increase the sewer 5%. Carried. NEW PUMP & MOTOR FOR LIFT STATION #5: Motion by Nipple, seconded by Johnson, to approve Gill to place an order for the Lift Station #5 replacement. Carried. 2023 ROADWORK: Gill reported on the roadwork needed for 2023: three roads to be chip-sealed, North Fifth Avenue (Fourth and Main), Sixth Street (South Summit and Fifth Avenue), East Main Street (Summit and Cincinnati); two roads to be over-layed, East Main Street (Mechanic and Summit) and School Street (Fifth Street to East Main Street); and blacktop Ruebens Cave Drive, Rhyner Road and Burt Road. Total amount for road work is $214, 127; can use $65,000 from Streets Budget and then need to borrow the remaining amount of $149,217. Motion by Nipple, seconded by Stephan, to approve the 2023 roadwork and to approve filing an application for borrowing the funding of $149,217 from the Board of Commissioner of Public Lands. Carried. PUBLIC WORKS WORK DAY SCHEDULE: Motion by Nipple, seconded by Hefty, to approve Gill and Gertsch to work 4 ten-hour days per week. Carried. TRAINING: Motion by Nipple, seconded by Monson, to approve Blumer to attend the Wisconsin Waste Water seminar in Watertown to earn six credits on June 8, 2023 at a cost of $45. Carried. APPROVAL OF BILLS: Motion by Monson, seconded by Stephan, to approve the bills. Carried. ANNOUNCEMENTS: ADJOURN TO CLOSED SESSION: Motion by Blumer, seconded by Johnson, to move into closed session.
