MINUTES OF THE ALBANY VILLAGE BOARD August 14, 2023 The regular meeting of the Albany Village Board was called to order at 6:32 p.m. in the Albany Village Hall be President Kim Blumer. Members present were: Blumer, Michelle Monson, Fred Johnson, Roald Henderson, Larry Nipple and Bert Hefty. Absent: Tonya Stephan. Also present: Robert Ritter, Lonnie Gill, Scott Vosters, Melissa Everson, Logan Lange, Michael and Becky Lange. The Pledge of Allegiance was shared. Proof of posting was verified. AGENDA: Motion by Monson, seconded by Johnson, to approve the agenda as posted. Carried. MINUTES: Motion by Johnson, seconded by Monson, to approve the minutes of the August 8, 2023 meeting as printed. Carried. PRESIDENT’S MESSAGE: Nothing. PUBLIC APPEARANCES: None. OFFICE LOGAN LANGE OATH: Chief Ritter gave Officer Logan Lange his oath and the board congratulated and welcomed him. GREEN COUNTY DEVELOPMENT CORPORATION: Otte was not present but reported to Brewer that the Village did not get chosen for the T-Mobile Hometown Grant but that Otte had some other grants she was looking into as a possibility. ALBANY COMMUNITY 1ST / CHAMBER: Vosters reported that the Road Rally is on September 24 at 11:00 a.m. The next meeting is for Thursday, September 14 at the Library at 6:30 p.m. LIBRARY UPDATE: Everson was present to August served 499 patrons; year-to-date is 3,433 with a total of 8,565 items checked out. Monson questioned if those numbers are up from previous years, Everson will look into that. They had a very successful adult book club, actually set a record. There are two volunteer possibilities working on re-doing flower gardens this Saturday, September 16 and the last Saturday, September 30 doing general maintenance. Three staff members are going to the annual WI Library Association Conference. They continue to prepare for the annual silent auction, which will be held October 13-21, 2023, all will be online until 4pm Friday the 20th and then live beginning Saturday morning the 21st. All policies have been updated, revised or rewritten and finalization will be in November. ALBANY EMS REQUEST: Motion by Monson, seconded by Hefty, to approve Albany EMS request to downgrade to a BLS level with flexing up to an ALS level. Carried. ARPA FUNDS: Brewer reported we still have $54,342.52 remaining in funds and that will need to be spent in the very near future. 2022 AUDIT: Motion by Monson, seconded by Hefty, to approve the 2022 audit as presented. Carried. Village Board September 11, 2023 Page 2 HIGHWAY 59/MECHANIC STREET CROSSING GUARD: Hefty would like to pursue getting a crossing guard at this area before school starts and after school ends, which would be about two hours a day/10 hours a week. Blumer asked where this would come from in the budget as it something that would need to be figured out. Vosters suggested asking for volunteers. Motion by Monson, seconded by Hefty, to post looking for volunteers to work the school crossing at Highway 59/Mechanic Street crossing guard from 7:15am – 8:15am and 2:45pm – 3:45pm. Carried. COURT CLERK TRAINING: Motion by Blumer, seconded by Johnson, to send Brewer to court clerk training in Appleton on October 19-20, 2023 not to exceed $500. Carried. TRICK-OR-TREAT HOURS: Motion by Monson, seconded by Henderson, to set trick-or-treat hours on Tuesday, October 31 from 5-7 p.m. Carried. Operator’s License: Motion by Hefty, seconded by Monson, to approve the operator’s license for Beth Jessie Atkinson. Carried. CHRISTMAS EVE HOLIDAY: Motion by Blumer, seconded by Monson, to approve Christmas Eve holiday as a full day off with employees using four hours holiday and four hours of employees earned time off. Carried. Motion by Blumer, seconded by Hefty, to approve Tuesday, December 26, 2023 as the Christmas Eve holiday since Christmas falls on Monday which would have been the Christmas Eve holiday. Carried. FULL-TIME POLICE OFFICER: Motion by Blumer, seconded by Nipple, to hire Logan Lange full-time with an 18 month probation. Carried. SPEC. FOR NEW TRUCK: Motion by Nipple, seconded by Blumer, to have Gill send out bid packs to dealers for new truck and equipment. Carried. ON-CALL PAY: Motion by Nipple, seconded by Blumer, to increase on call pay from $30/day to $50/day and to add $15/day to employees who carry the on-call phone when covering for supervisor; to begin on the payroll closest to October 1, 2023. Carried. APPROVAL OF BILLS: Motion by Monson, seconded by Johnson, to approve the bills. Carried. ANNOUNCEMENTS: Brewer shared a thank you letter received from a group of bicyclists that camp at the Legion Park every year which also included a donation towards park maintenance. Johnson just wanted to give the board a heads-up that they will be seeking a conditional use permit for animals since they are zoned ag; he is unsure of how many or what types of animals but will keep it at the allowable animal units.
