MINUTES OF THE ALBANY VILLAGE BOARD
October 9, 2023
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany
Village Hall be President Kim Blumer. Members present were: Blumer, Michelle Monson, Fred
Johnson, Roald Henderson, Larry Nipple, Bert Hefty and Tonya Stephan. Also present: Robert
Ritter, Lonnie Gill and Melissa Everson.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Stephan, seconded by Hefty, to approve the agenda as posted. Carried.
MINUTES: Motion by Stephan, seconded by Johnson, to approve the minutes of the September
11, 2023 meeting as printed. Carried.
PRESIDENT’S MESSAGE: Nothing.
PUBLIC APPEARANCES: None.
GREEN COUNTY DEVELOPMENT CORPORATION: Nothing.
ALBANY COMMUNITY 1ST / CHAMBER: Nothing.
LIBRARY UPDATE: Everson presented a director’s report, which will become a part of the
packet for each month going forward. She highlighted that since the 1,000 Books Before
Kindergarten has partnered with the school, it has more than doubled. They were able to get
quite a bit done during their two volunteer days, working in the gardens and window washing.
Roth goes to school and reads to students in 4K through 4th grade. The Silent Auction is coming
up, October 13-21, 2023. Also, Breakfast with Santa is on December 2, 2023 at the library;
there will be a light breakfast and crafts. The community room was used by four local groups
over the past month. The library will be closed for Holidays on November 23, December 23,
December 25, December 30 and January 1.
CLERK/TREASURER COUNTY TRAINING – NOVEMBER 10, 2023: Motion by Monson, seconded
by Hefty, to approve closing the office for the morning of November 10, 2023 so Brewer and
Pryce can to attend training at Green County. Carried.
RESOLUTION 05-23: LIBRARY TAX EXEMPTION: Motion by Monson, seconded by Johnson, to
approve Resolution 05-23 Library Tax Exemption. Carried.
COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports

SUMMER BONUSES: Motion by Stephan, seconded by Nipple, to approve summer bonuses for
Avary Briggs $500; Cindy Mauerman $500 and Anndrea Terry $250. Carried.
FULL-TIME POLICE OFFICER: Motion by Blumer, seconded by Monson, to hire Anndrea Terry at
$18.75/hr as she attends the police academy in January 2024 with an eighteen month
probation and $18.75/hr as a part-time officer starting November 1, 2023. Carried.
2024 WAGES: Motion by Blumer, seconded by Monson, to accept the wages as discussed in
closed session. Carried. Motion by Blumer, seconded by Nipple, to increase Brewer, Gill and
Blumer to the same percentage as the rest of the employees. Carried.
OPERATOR’S LICENSES: Motion by Hefty, seconded by Monson, to approve operator’s licenses
for Kaidyne Bevars and Stephanie Gutowski. Carried.
CLEAN WATER FUND ITA/PERF: Motion by Nipple, seconded by Johnson, to resubmit to the
DNR for funds to repair manholes and sewer lines increasing by 10% for $1.21 million. Carried.
WELL HOUSES CHEMICAL PUMPS: Motion by Nipple, seconded by Stephan, to replace pumps
not to exceed $7,950 and have the contractor install and to do the submittal to the DNR; using
ARPA funds if available. Carried. Gill explained that the DNR may reimburse 100% of the cost
for the two fluoride pumps, which would be about a third of the cost. Henderson noted that
the third of the cost that would be reimbursed from the DNR should not come from ARPA
funds.
ALBANY VILLAGE SIGNS: The Albany School industrial arts class has offered to construct two
new village entrance signs and a sign for the new public works shop at no cost. Motion by
Nipple, seconded by Monson, to have the school industrial arts class make the signs and to
make a donation to the industrial arts school program not to exceed $1,000 to cover costs of
materials. Carried.
CUP-604 SOUTH MECHANIC STREET: Motion by Blumer, seconded by Monson, to approve a
conditional use permit for Fred & Valerie Johnson for one steer, two pigs and thirty-five
chickens. Carried. Johnson abstained.
CUP-505 MINERAL STREET: Motion by Blumer, seconded by Johnson, to approve a conditional
use permit for Justin & Michelle Monson for storage in their shed, which includes delivery and
pickup of product. Carried. Monson abstained.
Motion by Blumer, seconded by Stephan, to approve a conditional use permit for Justin &
Michelle Monson’s dog boarding facility. Carried. Monson abstained.
FENCE PLANS: Motion by Blumer, seconded by Nipple, to approve the fence plan for Fred
Johnson. Carried. Johnson abstained.
APPROVAL OF BILLS: Motion by Monson, seconded by Stephan, to approve the bills. Carried.

ANNOUNCEMENTS: Stephan mentioned possibly putting solar crosswalk signs at Hwy 59 and
Mechanic Streets; she has a couple people possibly interested in doing the crossing guard, but
do not want to commit to every day and would like to be paid. After more discussion, motion
by Blumer, seconded by Hefty, to put solar crosswalk signs at Hwy 59 and Mechanic Streets to
help keep it safer for kids. Carried.
Blumer announced the Finance meeting will be held on Friday, October 20, 2023 at 5:30 p.m.
ADJOURNMENT: Motion by Monson, seconded by Hefty, to adjourn.
