MINUTES OF THE ALBANY VILLAGE BOARD December 11, 2023 The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village Hall be President Kim Blumer. Members present were: Blumer, Michelle Monson, Roald Henderson, Larry Nipple, Bert Hefty and Tonya Stephan. Absent: Fred Johnson. Also present: Lonnie Gill, Scott Vosters and Melissa Everson. The Pledge of Allegiance was shared. Proof of posting was verified. AGENDA: Motion by Monson, seconded by Hefty, to approve the agenda as posted. Carried. MINUTES: Motion by Stephan, seconded by Monson, to approve the minutes of the November 13, 2023 meeting as printed. Carried. PRESIDENT’S MESSAGE: Nothing. PUBLIC APPEARANCES: None. GREEN COUNTY DEVELOPMENT CORPORATION: Vosters went to the housing presentation that Green County hosted on how to grow population, housing and tax base. There have been some studies done on open lots. The next step is to get together with the village and township boards as well as the school board to talk about funding and the next possible steps. The Chamber would be interested in attending that meeting as well. Henderson feels it would be worth pursuing discussions and there could be an option of creating an ad hoc committee. ALBANY COMMUNITY 1ST / CHAMBER: Vosters reported that the Chamber is not having a meeting in December. The next meeting will be January 16, 2024; Oliva Otte and Victoria Solomon will be present to talk about having a pop-up event to draw people to Albany. February meeting will be to review the Chambers 1, 3 and 5 year goals that had previously been discussed. LIBRARY UPDATE: Everson reported that Snack with Santa was held with 111 kids in attendance, the library’s goal was 115 so they were very close to that. They are currently wrapping up Santa letters; they received 39 letters to send to Santa. November circulation was down but all other statistics remain the same. 2024 FARMER/CRAFTERS MARKET DATES: Motion by Monson, seconded by Stephan, to approve the 2024 dates of May 19, June 16, July 21, August 18, September15 for the 2024 farmers/crafters market to be held at the Legion Park. Carried. RESOLUTION 07-23: ELECTION INSPECTOR APPOINTMENTS: Motion by Blumer, seconded by Nipple, to approve Resolution 07-23 appointing election inspectors for two years. Carried. SET DATE FOR 2024 CAUCUS: Motion by Blumer, seconded by Hefty, to set the caucus for January 8, 2024. Carried. CEMETERY 2024-25 CONTRACT: Motion by Hefty, seconded by Monson, to approve the 2024- 25 cemetery mowing contract with Disch Lawncare. Carried. Village Board December 11, 2023 Page 2 OPERATOR’S LICENSE(S): Motion by Monson, seconded by Hefty, to approve the operator’s license for Shelby Garrity. Carried. VILLAGE HALL FLOORING: Gill and Brewer had reached out to six different flooring companies and the only estimate received was from Floors for Less; one company said it was too large of a project to do and another said it would take them a long time to complete; four others never responded back. Motion by Hefty, seconded by Monson, to accept estimate 4896 from Floors for Less, using ARPA funds. Carried. WATER QUALITY TRADING PLAN: Motion by Nipple, seconded by Blumer, to approve the new water quality trading plan and submit to the DNR. Carried. ANNUAL PHOSPHORUS TRADING REPORT: Motion by Nipple, seconded by Monson, to have Mead & Hunt submit the annual phosphorus trading report to the DNR after January 4, 2024. Carried. NEW TRUCK FUNDING: Motion by Nipple, seconded by Blumer, to apply for funding in the amount of $118,000 through the Board of Commissioners of Public Lands to fund the new public works truck. Carried. TREE CONTRACT: Motion by Nipple, seconded by Stephan, to sell 12 walnut trees and 6 white oak trees at a price of $16,767 to Jeff Wilson of Custom Tree and Wood Products. Carried. The proceeds will go back into the general fund parks. JANUARY MEETING DATE: Motion by Nipple, seconded by Monson, to cancel the January 2024 Street & Utility meeting and carry any business to February 2024. Carried. APPROVAL OF BILLS: Motion by Monson, seconded by Hefty, to approve the bills. Carried. ANNOUNCEMENTS: Brewer will be on vacation from December 21, 2023 – January 1, 2024. The monthly water/sewer billing is coming along, there are still some hiccups with emails, but that is being sorted out through our IT department.
