VILLAGE CAUCUS January 8, 2024 The caucus was called to order at 6:32 p.m. on Monday, January 8, 2023 by President Kim Blumer in the Albany Village Hall. Present were: Blumer, Fred Johnson, Roald Henderson, Larry Nipple, Tonya Stephan, Berty Hefty, Lonnie Gill, Robert Ritter and Michelle Brewer. Absent: Michelle Monson. Also present: Scott Vosters and Kimberly Klein. Blumer asked for two names to serve as tellers in case there is a need for a vote later. Blumer nominated Klein and Henderson, Nipple seconded. Klein and Henderson will serve as tellers if necessary. Blumer announced that there were three village trustee positions open at this time that serve a two-year term. These positions are currently held by Bert Hefty, Fred Johnson and Tonya Stephan. Blumer opened up the floor for nominations for the three trustee positions. Motion by Blumer, seconded by Nipple, to nominate Fred Johnson. Motion by Blumer, seconded by Johnson, to nominate Bert Hefty. Motion by Nipple, seconded by Hefty, to nominate Tonya Stephan. Blumer asked two times for more nominations. Kimberly Klein expressed interest in running for the board. Motion by Nipple, seconded by Henderson, to nominate Kimberly Klein. Blumer asked a third time for more nominations; hearing none, a motion was made by Johnson, seconded by Stephan, to close nominations. Names were drawn for the order on the ballot. The order on the ballot is as follows: Bert Hefty, Tonya Stephan, Kimberly Klein and Fred Johnson. Motion by Hefty, seconded by Stephan, to close the caucus. 6:38 p.m. MICHELLE C. BREWER, Clerk  MINUTES OF THE ALBANY VILLAGE BOARD January 8, 2024 The regular meeting of the Albany Village Board was called to order at 6:38 p.m. in the Albany Village Hall be President Kim Blumer. Members present were: Blumer, Fred Johnson, Roald Henderson, Larry Nipple, Tonya Stephan and Bert Hefty. Absent: Michelle Monson. Also present: Lonnie Gill, Robert Ritter, Scott Vosters and Kimberly Klein. The Pledge of Allegiance was shared. Proof of posting was verified. AGENDA: Motion by Hefty, seconded by Stephan, to approve the agenda as posted. Carried. MINUTES: Motion by Nipple, seconded by Johnson, to approve the minutes of the December 11, 2023 meeting as printed. Carried. PRESIDENT’S MESSAGE: Nothing. PUBLIC APPEARANCES: None. GREEN COUNTY DEVELOPMENT CORPORATION: Vosters reported on Otte’s behalf. The Childcare grant funding is going live next week; anyone interested should contact Otte for more information. We should hear back from UW Platteville interns by the end of January if Albany was chosen for the riverwalk design project. The housing studies of southwest Wisconsin are completed and Otte will be sending out the Albany study to the board by the end of January. There was also a great turn out at the Housing Action Forum. There will be an Accessory Dwelling Units meeting on January 25 at the Justice Center. On January 23 there will be a meeting for the Comprehensive Economic Development Strategy of the southwest Wisconsin region and they would like a village representative to attend if possible. ALBANY COMMUNITY 1ST / CHAMBER: The next meeting is January 16th at 7pm, catching up on old business and discussing the pop up event for food trucks to come in on a weekend this summer in Albany. The meeting in February, the third Tuesday, will talk about the goals that were discussed last summer to see what the next steps are from a Chamber perspective. LIBRARY UPDATE: Henderson reported for Everson that the All Booked Up Author Visit with Annlise Ryan will be held on January 22, 2024 and funded through the Catherine Blakemore memorial. The library will be closed tomorrow, Tuesday, January 9, 2024 due to the impending weather. GREEN COUNTY TOURISM AD: Motion by Blumer, seconded by Hefty, to approve the Green County Tourism Ad for 2024. Carried. Village Board January 8, 2024 Page 2 NEW PW TRUCK FUNDING: Brewer explained that the funding for the new truck can be split between general and utility. Motion by Stephan, seconded by Nipple, to apply for borrowing $59,000 from Board of Commissioners of Public Lands. Carried. BOAT LAUNCH PERMITS: Henderson submitted a draft proposal on the possibility of charging a permit fee to use the river access launches within the village. This is a starting place and will need some more meetings for consideration and discussions. Blumer questions whether the revenue could be used for the police department for security during the busy river times; this is something that would need to be addressed with the DNR. Hefty questioned about how we would make this work. Ritter reached out the DNR and was told that we could charge up to $8 without further DNR approval. However, they do want to know what we charge, how we do it and would like to see the ordinance when we get that far; they also need to know where the funds would go since it is a requirement that they go back into the riverfront access areas. Discussion on whether to charge for each watercraft or charge each business a flat fee. Hefty questions how to monitor this. Blumer reiterated that no decision will be made tonight, it is just discussion at this point. Motion by Henderson, seconded by Johnson, to send the draft proposal Parks Committee for discussion and to bring back some ideas to the April Village board meeting. Carried. REZONE 312 SOUTH CINCINNATI STREET: Motion by Blumer, seconded by Johnson, to rezone 312 South Cincinnati back to R-2 Multi-Family Residential. Carried. APPROVAL OF BILLS: Motion by Hefty, seconded by Johnson, to approve the bills. Carried. ANNOUNCEMENTS: Brewer reported that the flooring will start next Wednesday.
