MINUTES OF THE ALBANY VILLAGE BOARD February 12, 2024 The regular meeting of the Albany Village Board was called to order at 6:38 p.m. in the Albany Village Hall be President Kim Blumer. Members present were: Blumer, Fred Johnson, Michelle Monson, Roald Henderson, Larry Nipple, Tonya Stephan and Bert Hefty. Also present: Lonnie Gill, Robert Ritter, Melissa Everson, Wesley Isenhart, Dan and Susan Knox. The Pledge of Allegiance was shared. Proof of posting was verified. AGENDA: Motion by Stephan, seconded by Hefty, to approve the agenda as posted. Carried. MINUTES: Motion by Johnson, seconded by Stephan, to approve the minutes of the caucus and board meeting of January 8, 2024 as printed. Carried. PRESIDENT’S MESSAGE: Nothing. PUBLIC APPEARANCES: None. GREEN COUNTY DEVELOPMENT CORPORATION: Brewer reported on Otte’s behalf; UW Platteville did not select the Albany project; she will be writing a grant for Albany farmers market; exploring housing possibilities such as co-ops, accessory dwellings, etc; wrapping up Green County housing studies; received a grant for childcare providers; hosting annual dinner on March 21 and all are invited; they still have funding for small businesses who are looking to start in downtowns in Green County; will be working on a DNR grant and T-Mobile grant for the Village of Albany; coordinating with food trucks and the Albany Chamber for a June 1 st event; hosting second annual small business series on April 1st, which is for small businesses and entrepreneurs that would like to learn more about running a business and ending the series with a pitch contest and cash prize. Otte will be attending the March board meeting to discuss this information in more detail. ALBANY COMMUNITY 1ST / CHAMBER: Isenhart reported that the Chamber is coordinating with Green County Development Corporation to have food trucks at the June 1st Hooked on Fishing Event in Albany. Also, the next Chamber meeting is on February 20th at the library to review the goals they discussed last summer and report on progress and figure next steps. LIBRARY UPDATE: Everson reported that the library in process of developing a library of things (Treasure Trove) which would include lots of different items that the community can borrow, such as kitchen household items, games, fishing poles, etc. and looking to start this spring; also looking into a hotspot rental program that patrons can rent to help with internet connection at their homes. For the All Booked Up Author Visit with Annelise Ryan, there were 27 people in attendance, 19 guests took home an autographed booked. There are several programs coming up this spring; hosting Badger talks where a medical professional will give a presentation on Village Board February 12, 2024 Page 2 Alzheimer’s; Soil Sisters for a conservation event and then a Family Fun Outdoor event which is planned for the last day of school. All statistics were up or at least stayed the same. There will be a summer library program for the kids again and will be split up between younger kids in the morning and the older kids in the afternoon. ARBOR DAY PROCLAMATION: Motion by Blumer, seconded by Monson, to approve April 26, 2024 as Arbor Day. Carried. RESOLUTION 01-24: AUTHORIZING $59,000 BORROWING: Motion by Hefty, seconded by Stephan, to approve Resolution 01-24 authorizing $59,000 borrowing for half the cost of the new public works truck from Board of Commissioners of Public Lands. Carried. The other half of the cost is split between water/sewer utility. BREWER TREASURER INSTITUTE: Motion by Blumer, seconded by Monson, to approve Brewer to attend the virtual Treasurer institute on July 14-19, 2024 at a cost of $499 to complete the four years of schooling at UW Green Bay. Carried. VILLAGE HALL VESTIBULE FLOORING: Motion by Stephan, seconded by Hefty, to approve the village hall vestibule flooring estimate through Floors for Less at a cost of $1,533.80. Carried. VILLAGE SOLAR ENERGY: Henderson gave some information on the possibility of solar for some of the village buildings. A proposal analysis was handed out including four of the main village buildings, including village hall, old public works water shop, new public works shop and the recycle center. At this time, a proposal was received from one vendor, but will need to get more quotes from additional vendors. The four systems are independent of one another, can decide which buildings to consider and when. ORDINANCE 01-24: FIRE INSPECTIONS: Much discussion. Tabled. FIRE DEPARTMENT OFFICERS: Much discussion regarding approval of Danny Mueller as Fire Chief and Justin Mueller as Assistance Fire Chief since Danny Mueller brought to a previous committee meeting that he was looking to retire. Motion by Hefty, seconded by Blumer, to have Danny Mueller provide a copy of the Fire Department bylaws; a list of volunteers and what position held, what training, certifications and/or qualifications each volunteer has by the February 27, 2024 Police, Fire & License Committee meeting. Carried. CLEANING & INSPECTION OF WATER TOWER/STANDPIPE: Motion by Nipple, seconded by Hefty, to have Gill get bids within the next month to proceed with the water tower and standpipe inspections. Carried. Village Board February 12, 2024 Page 3 2024 EQUIPMENT RATES: Motion by Nipple, seconded by Monson, to approve the 2024 equipment rates. Carried. It was mentioned that most of the rates went down considerably. TREE CITY USA: Motion by Nipple, seconded by Monson, to approve the Tree City Arbor Day Observation application. Carried. TRAINING: Motion by Nipple, seconded by Johnson, to send Dan Blumer to the Government Affairs seminar in Fond Du Lac, WI on February 15, 2024 at a cost of $80. Carried. APPROVAL OF BILLS: Motion by Hefty, seconded by Blumer, to approve the bills. Carried. ANNOUNCEMENTS: Look into a generator for the village hall and the expenses that go along with it.
