MINUTES OF THE ALBANY VILLAGE BOARD
June 10, 2024
The meeting of the Albany Village Board was called to order at 6:30 pm. in the Albany
Village Hall by President Kim Blumer. Members present were: Blumer, Roald Henderson,
Bert Hefty, Kimberly Klein and Tonya Stephan. Absent: Michelle Monson and Fred Johnson.
Also present: Melissa Everson, Scott Vosters, Brian Hauri and Jasmine Perrin.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Hefty, seconded by Stephan, to approve the agenda as posted.
Carried.
APPROVAL OF MINUTES OF PREVIOUS BOARD MEETING: Motion by Klein, seconded by
Stephan, to approve the minutes of the May 13, 2024 board meeting as printed. Carried.
PRESIDENTS MESSAGE: Nothing.
PUBLIC APPEARANCES: None.
LIBRARY UPDATE: Everson reported that the summer program is beginning, Adventure
Begins at Your Library; the kids will “travel” around the country and stop at the various
“Albany” areas. Laura Roth, children’s librarian, is really excited. Treasure Trove was
kicked off with a Family Outdoor Game Night – she presented a binder that includes several
items that are available to use. Six 4K students completed the 1000 books before
kindergarten. Elementary students did a school visit at the library and the 4k students
enjoyed a picnic on the library lawn. There are several upcoming events; every statistic has
gone up, so the library continues to grow and be an asset to our community. The binder of
treasure trove is on the counter at the library.
GREEN COUNTY DEVELOPMENT CORPORATION: Otte was not present, so Vosters
reported that the new DNR application for the possible downtown revitalization comes out
in July.
ALBANY COMMUNITY 1ST / CHAMBER: Vosters reported that the Hooked on Fishing Event
was successful, 65 kids were pre-registered, ended up having a total of 60 kids fishing with
20 of those being walk-ups. It was a great turnout considering the rainy day. Duck races
did not happen, they may do the duck races on the weekend of August Riverfest.
RESOLUTION 01-24: COMPLIANCE MAINTENANCE: Motion by Kelin, seconded by Hefty,
to approve Resolution 01-24. Carried.
EMERGENCY SIREN ANNUAL AGREEMENT: Motion by Klein, seconded by Stephan, to
approve the emergency siren annual agreement for a period of three years. Carried.

APPROVE CERTIFIED SURVEY: 304 SUGAR RIVER PARKWAY: Henderson had some
questions that could not be answered at the meeting. Motion by Henderson, seconded by
Klein, to table this item until surveyor Talarczyk can give some explanation on a couple
questions. Carried. Brewer will reach out to Talarczyk.
2024-25 LICENSE RENEWALS: Motion by Blumer, seconded by Hefty, to approve all
licenses and permits for Class “A” Beer; Class “B” Beer; “Class A” Liquor; “Class B” Liquor;
“Class C” Wine; Cigarette; Coin Machine, Amusement Device; Gambling Devie and Annual
Dance for 2024-2025. Carried.
2024-25 OPERATOR LICENSE RENEWALS: Motion by Blumer, seconded by Stephan, to
approve all 2024-2025 renewal operator licenses as printed. Carried.
NEW OPERATOR LICENSES: Motion by Hefty, seconded by Stephan, to approve operator’s
licenses for Kassi Heins and Faith Piper; and Karamjeet Singh, Amardeep Singh and
Sharanpreet Singh contingent on further background by Chief Ritter. Carried.
COMMITTEE/COMMISSION REPORTS: The following committee and commission reports
were reviewed and placed on file:

VILLAGE ENTRANCE SIGNS: Henderson/Blumer to approve funding village entrance signs
in the amount of $4000 to donate to the school to create new entrance signs. Carried.
PUBLIC WORKS TRAILER: Henderson/Blumer to approve the purchase of a 16’x84’ trailer
from Carter & Gruenwald in the amount of 3650; with funding coming from remaining
county funds approved.
TRUCK #1 SALE: Hefty/Klein to approve the sale of truck #1 to the school in the amount of
$2500. Carried.
RIVERVIEW HEIGHTS SUBDIVISION: Blumer/Hefty to market the subdivision in four
different sections. Carried.
CHICKEN PERMITS: Motion by Blumer, seconded by Hefty, to renew six chicken permits
located at 603 N. Mechanic, 404/405 South Mill, 403 S. Mechanic, 502 5th, 600 South Mill
and 203 South Mill. Carried.
Motion by Blumer, seconded by Hefty, to approve new chicken permits located at 501 4th
and 205 N. Summit. Carried.
APPROVAL OF BILLS: Motion by Hefty, seconded by Klein, to approve the bills. Carried.

ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Stephan is wondering where we are at
with the Fire Dept; do we have something set in place when Albany Fire Dept has a callout
that automatic aid is called to make sure the scene is covered and there is enough people
on scene. The Fire Dept would be the ones to set this in place – motion by Blumer,
seconded by Stephan, to recommend sending this item to Police, Fire & License
Committee as an agenda item. Carried.
Stephan was wondering if there is a way we can add a door or more privacy to the restroom
stall at the village park bathrooms; Gill will look into getting a lock that will indicate in use.
