MINUTES OF THE ALBANY VILLAGE BOARD
July 8, 2024
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the
Albany Village Hall by President Kim Blumer. Members present were: Blumer, Michelle
Monson, Fred Johnson, Tonya Stephan, Kimberly Klein and Bert Hefty. Also present: Scott
Vosters, Jay Hotchkiss, Justin Mueller, Jasmine Perrin and Jenna Jacobson.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Hefty, seconded by Klein, to approve the agenda as posted. Carried.
APPROVAL OF MINUTES OF PREVIOUS BOARD MEETING: Motion by Stephan, seconded
by Johnson, to approve the minutes of previous board meeting of June 10, 2024 and special
board meeting of June 13, 2024 as printed. Carried.
PRESIDENTS MESSAGE: Nothing
PUBLIC APPEARANCES: Jenna Jacobson, Representative of the Wisconsin 50th Assembly
District (formerly 43rd District), was present to introduce herself and looks forward to
getting to know Albany and is here to listen and learn; there will be an event in Juda on
Wednesday, July 10th, 2024 if anyone is interested in attending. Blumer thanked her for
coming.
Jay Hotchkiss was present to look at ways to get involved and help the village; Blumer
mentioned there is an opening and encouraged him to come talk with Brewer if he would
like more information.
LIBRARY UPDATE: Nothing.
GREEN COUNTY DEVELOPMENT CORPORATION: Nothing.
ALBANY COMMUNITY 1ST/CHAMBER: Vosters reported that they have planned a date in
September for a pirate event, no date set in stone yet.
APPROVE COMMITTEE/COMMISSION CHANGES: Brewer noted the changes made were
adding Hefty as Street & Utility as Chairperson; Johnson added to Board of Review;
Stephan added to Police, Fire & License; there are also some committee community
member positions open as well. Also, board members are needed for the Library Board
and Line of Succession – Klein is interested in being appointed for the Library Board and
Monson is willing to be third member of Line of Succession. Motion by Blumer, seconded
by Johnson, to approve the committee/commission changes as presented. Carried. The
library board appointment will take place at the August board meeting.

ORDINANCE CODIFICATION: Brewer reported that there are three ordinance codification
companies that several municipalities use, including local municipalities, to help re-do
ordinances as well as host online. Brewer has not received any pricing at this point as she
wanted some direction from the board. Motion by Monson, seconded by Johnson, to get
quotes from the three companies on re-doing and/or hosting ordinances. Carried.
COMMITTEE AND COMMISION REPORTS: The following committee and commission
reports have been placed on file:

Police, Fire & License 6/25/24
DOCUMENT PURGES FOR VILLAGE DEPARTMENTS: Motion by Johnson, seconded by
Stephan, to approve moving forward with Pellitteri for the Data Document Destruction
Process. Carried. It was mentioned to also look into what the cost would be to host a
public shredding event; Brewer will reach out to Pellitteri.
FIRE DEPARTMENT INSPECTIONS/ORDINANE 01-24: Motion by Monson, seconded by
Johnson, to approve Ordinance 01-24: Fire Inspections to move from two inspections per
year to once per calendar year. Carried.
FIRE DEPARTMENT AUTOMATIC AID: Mueller received approval from Brodhead and
Evansville for automatic aid. He needs to get approval from Green County, he did reach out
to head dispatcher last week and has not heard back. He still needs to reach out to
Belleville for automatic aid. Stephan was wondering when this would be in place as it is her
understanding that it needs to also be approved at the State level; Mueller said that was not
accurate. Stephan would like to see a deadline for completion to have automatic aid in
place. Motion by Johnson, seconded by Hefty, to set a five-business day deadline to have
automatic aid in place. Carried.
FIRE DEPARTMENT BYLAWS: Mueller reported that the bylaws were brought up at the Fire
Department meeting and a majority of the department is in disagreement with the
suggestions. The department does not feel as though the village should have the authority
to approve the bylaws; some of the suggestions the department does not like is the
vacancy of chief, removal of chief because they feel if they are the ones voting on who
Chief is then that is who they should have as chief.
Mueller mentioned that all the other townships are reporting to him that they are unhappy
with the Village of Albany being the only ones to make decisions regarding the Fire

Department; Brewer reported that the other townships are contracted in and do not have
voting powers; if the townships are unhappy with their contracts, they need to come to the
Village Board and discuss said contracts. Mueller asked if Brewer had the contracts and
Brewer reported that they were available in the clerk’s office.
Mueller reported that he got his SAM number; although he is not sure, he said it was a
unique identifier number.
OPERATOR’S LICENSES: Motion by Johnson, seconded by Monson, to approve operator’s
licenses for Stacy Baertschi and Tina Kvistad. Carried.
ADPPROVAL OF 2023 AUDIT: Motion by Blumer, seconded by Monson, to approve the
2023 Audit. Carried.
APPROVAL OF BILLS: Monson, seconded by Johnson, to approve bills as written. Carried.
ANNOUNCEMENT AND FUTURE AGENDA ITEMS: Stephan wants to know how we are
going to hold the fire department accountable for making sure the automatic aid is set in
place and to keep rolling with the bylaws. Johnson will check back with Mueller on the
items previously discussed.
Monson asked what the rescue cable for the dam was; it was a future agenda item at the
Police meeting.
Monson asked where we were at with the downtown business meeting as far as the
possibility of re-doing the back river properties. Otte will present us with more information
when the new grant application comes out.
ADJOURNMENT: Motion by Monson, seconded by Hefty, to adjourn. Carried.
