MINUTES OF THE ALBANY VILLAGE BOARD
September 9, 2024
The regular meeting of the Albany Village Board was called to order at 6:40 p.m. in the Albany
Village Hall by President Kim Blumer. Members present were: Blumer, Michelle Monson, Fred
Johnson, Tonya Stephan and Berty Hefty. Absent: Kimberly Klein. Also present: David King, Larry
Ommodt, Jasmine Perry, Sterling Evert, Brian Hauri, Jay Hotchkiss, Wesley Isenhart, David Gavin,
Susan Knox, Brooke Helley, Michael Kollatz, Lonnie Gill and Robert Ritter.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Hefty, seconded by Monson, to approve the agenda as posted.
Carried.
APPROVAL OF MINUTES OF PREVIOUS BOARD MEETING: Motion by Monson, seconded
by Johnson, to approve the minutes of the previous board meeting of August 12, 2024 as
printed. Carried.
PRESIDENTS MESSAGE: Nothing.
PUBLIC APPEARANCES: Nothing.
LIBRARY UPDATE: Nothing.
GREEN COUNTY DEVELOPMENT CORPORATION: Nothing.
ALBANY COMMUNITY 1ST/CHAMBER: Nothing.
ASSESSOR CONTRACT: Associated Appraisal, village’s current assessor, had quoted an
increase to $10,000 maintenance per year for a three-year contract and a 5% increase
annually thereafter; plus an additional charge to post information online. Brewer
presented a quote from Accurate Appraisal LLC which included a market update that can
be paid out in a 3-year or 5-year blend for payments; the yearly maintenance amount is
$6,900 and free to post information online. Motion by Monson, seconded by Hefty, to
approve moving forward with contract information from Accurate Appraisal with a 5-year
Blend Market Update in 2026. Carried.
TRICK-OR-TREAT HOURS: Motion by Moson, seconded by Johnson, to approve the trick-
or-treat hours for October 31, 2024 from 5:00-7:00 p.m. Carried.
WEBSITE UPGRADE: Brewer informed the board that the village website is needing
updating – the format has been the same since the website started in 2009 and the last
Village Board, September 9, 2024 - Page 2
update was in 2017. Brewer had not received the quote for the update at the time of the
meeting; this will be brought back to another meeting.
GREEN COUNTY LANDFILL CONTRACT: The Landfill is doing a 50% increase in 2025 and
a 100% increase in 2026. The village will need more information to decide whether to
remain a contracted member or withdraw our membership. This will be brought back to
another meeting; hopefully someone from the Landfill can be present to give more insight.
COMMITTEE AND COMMISSION REPORTS: The following committee and commission
reports have been placed on file:

PARK ROOF PRICES: Motion by Stephan, seconded by Monson, to approve village park
bathroom roof replacement in the amount of $912.17. Carried.
POLICE SQUAD CAR: Ritter presented the board with the 2025 Ford Interceptor state bid
for $45,228; equipment replaced at a cost of $10,500; computer replacements at a cost of
$4,015 and squad graphics at a cost of $700. Motion by Monson, seconded by Johnson, to
approve the purchase of a new squad, equipment, computer and graphics at a cost of
$60,443 and to borrow the funds. Carried.
ALBANY TOWNSHIP FIRE CONTRACT: This will be brought to more meetings for further
discussions.
VILLAGE HALL GENERATOR: Motion by Monson, seconded by Hefty, to approve
purchasing a generator for the Village Hall in the amount of $11,905 using ARPA funds.
Carried.
STORM SEWER CHARGES: Motion by Monson, seconded by Hefty, to proceed with the
storm sewer charges. Carried.
MICHAEL & DAWN KOLLATZ VARIANCE: Motion by Blumer, seconded by Stephan, to
approve the variance for Michael and Dawn Kollatz at parcel #23101 0317 0000 to allow the
building of a 30x60 with a 14.7’ peak assessory building prior to building the primary
residence. Carried.
PAUL MORRISON VARIANCE: Motion by Blumer, seconded by Johnson, to approve
Morrison’s 15’ variance to allow a 10’ front setback contingent on the sale of the property
going through to Morrison. Carried.
APPROVAL OF BILLS: Motion by Hefty, seconded by Monson, to approve the bills as
written. Carried.

ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Stephan reported that Flannery,
building inspector, recommends a structure be built in the fire department to prevent the
public from having access to their department and the EMS is looking into a locking system
to prevent the public from accessing their department through the meeting room and
bathrooms. There currently is a gate that the Fire Department can close in between the
hallway and the department, so it was recommended they start utilizing the gate.
