MINUTES OF THE ALBANY VILLAGE BOARD
October 14, 2024
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany
Village Hall by President Kim Blumer. Members present were: Blumer, Michelle Monson, Fred
Johnson, Kimberly Klein, Tonya Stephan and Berty Hefty. Also present: Melissa Everson, Olivia
Otte, Scott Vosters, Jay Hotchkiss, David King, Brian Hauri, Jasmine Perrin, Lonnie Gill and Robert
Ritter.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Hefty, seconded by Klein, to approve the agenda as posted. Carried.
APPROVAL OF MINUTES OF PREVIOUS BOARD MEETING: Motion by Monson, seconded by
Stephan, to approve the minutes of the previous board meeting of September 9, 2024 as printed.
Carried.
PRESIDENTS MESSAGE: Nothing.
PUBLIC APPEARANCES: Ray Thurow was present to question what Brian Hauri is planning to do
with the old Alcivia property located on Cincinnati Street as he says there are numerous
machineries on the property and is curious why he is allowed to keep feed there. Hauri states the
zoning is the same as it was prior, which is industrial; therefore, it is allowed for the storage of
equipment and feed. Thurow commented on mice and rats and Hauri informed that he has a pest
control company working at the property. Thurow feels it is clutter and he would like to keep his
place nice.
LIBRARY UPDATE: Everson was present to report they are in the middle of their annual silent
auction, which will raise funds for new shelving in the children’s sections. The library will
participate in the PTO Trunk-or-Treat and December 7th is Snack with Santa. Employees recently
completed a multi factor authentication for their Microsoft email.
LIBRARY BOARD – APPOINT FELICIA CALDWELL AS 3 YEAR VILLAGE BOARD REP: Motion by
Klein, seconded by Monson, to appoint Felicia Caldwell for three years as library board village
representative. Carried.
GREEN COUNTY DEVELOPMENT CORPORATION: Otte was not present; Brewer reported that
the Village was chosen by UW Platteville to have some engineering students work on the
downtown riverwalk project. A meeting has been scheduled with UW Platteville students Rivers,
Elizabeth and Ty as well as the riverside downtown businesses for October 17, 2024 at 6:30 p.m.
at the Village Hall.

ALBANY COMMUNITY 1ST / CHAMBER: Isenhart reported that the Chamber is planning on doing
the Christmas tree decorating and lighting ceremony again this year and was wondering if we will
have a tree donated or if the Chamber needs to buy a tree. The village will look into this.
RESOLUTION 03-24: LIBRARY TAX EXEMPTION – 2025: Motion by Monson, seconded by
Hefty, to approve resolution 03-24 Library Tax Exemption for 2025. Carried.
ORDINANCE CODIFICATION: Brewer presented the proposal for ordinance codification from
CivicPlus. The entire codification process will take approximately eighteen months, and annual
renewal will include code supplementation and online hosting. Motion by Monson, seconded by
Klein, to accept the proposal in the amount of a one-time fee for $14,500 and annual
supplementation and online hosting after codification is complete in the amount of $2,495.
Carried.
ASSESSOR CONTRACT: Brewer provided both Associated Appraisal and Accurate Appraisal
contracts for comparison. Motion by Stephan, seconded by Monson, to remain with our current
assessor, Associated Appraisal; and to approve the three-year contract as presented. Carried.
WEBSITE UPGRADE: Brewer presented the quote of $1,200 to update the website; it has been
the same format since starting in 2009 and last update was in 2017 – the current format will be
unsupported. Motion by Monson, seconded by Klein, to move forward with updating the website
with Town Web at a cost of $1,200. Carried.
CLERK/TREASURER COUNTY TRAINING – NOVEMBER 8, 2024: Motion by Monson, seconded
by Johnson, to close the village hall the morning of November 8, 2024 so Brewer and Pryce can
attend the training at Green County. Carried.
SOIL & WATER RESOURCE MANAGEMENT GRANT PROGRAM: Scott Sowl discussed with
Blumer the possibility of a cost-share grant from Green County Land and Water Conservation to
improve the riverbank by the Legion Ballfield. Blumer did not have any pricing at the time of the
meeting, but the application allows the village to not be obligated to participate in the program.
Motion by Monson, seconded by Stephan, to sign the grant application with the knowledge the
Village is under no obligation to participate. Carried.
ORDINANCE 03-24: AMEND PORTIONS OF ORDINANCE 44-7: Motion by Stephan, seconded
by Klein, to approve Ordinance 03-24 amending portions of Ordinance 44-7. Carried.
ORDINANCE 04-24: AMEND PORTIONS OF ORDINANCE 33-1: Motion by Hefty, seconded by
Klein, to approve Ordinance 04-24 amending portions of Ordinance 33-1. Carried.
REPLACEMENT OF WATER LINE ON NORTH MECHANIC BY LEGION BALLFIELD: Gill
explained the water line on North Mechanic by the legion ballfield has been fixed several times
and since it is a galvanized pipe, it will likely continue to break. Kranig estimated a cost of a one-
inch replacement line of $2,850, which will come from water funds. Motion by Monson,
seconded by Klein, to approve replacement of the water line. Carried.

SUMMER BONUSES: Motion by Stephan, seconded by Johnson, to approve summer bonuses as
follows: $500 to Avary Briggs – Public Works Laborer; $500 to Cindy Mauerman – Recreation
Director; and $250 to Isabelle Brewer – Recreation Assistant. Carried.
FULL-TIME POLICE OFFICER POSITION: Motion by Blumer, seconded by Monson, to advertise
for the full-time police officer position. Carried.
2025 WAGES: Motion by Blumer, seconded by Monson, to approve 2025 wages as discussed in
closed session. Carried.
NEW POLICE SUV: Motion by Johnson, seconded by Blumer, to approve the purchase of the new
police SUV using remaining 2024 police budget funds rather than financing. Carried.
OPERATOR’S LICENSES: Motion by Johnson, seconded by Monson, to approve operator’s
licenses for Teresa Barry, Ashely Finely and Diana Gilden; and Angela Menehan contingent on her
completion of the responsible server’s course. Carried.
TRAINING: Motion by Hefty, seconded by Stephan, to send Ricky DeNure to water and sewer
license renewal classes on October 15, 24, 30, 2024 in Plover, WI at a total cost of $330. Carried.
APPROVAL OF BILLS: Motion by Monson, seconded by Hefty, to approve the bills as printed.
Carried.
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Some discussion regarding a Fire
Department Audit; Stephan mentioned that the EMS uses Reffue, Pas LLC from Monroe, WI at no
cost.
