MINUTES OF THE ALBANY VILLAGE BOARD
November 11, 2024
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany
Village Hall by President Kim Blumer. Members present were: Blumer, Michelle Monson, Fred
Johnson, Kimberly Klein, Tonya Stephan, Berty Hefty and Paul Rhyner. Also present: Lonnie Gill,
Chief Robert Ritter, Ray Thurow, Sterling Evert, Melissa Everson, Brandon Williams, Brian Hauri
and Jasmine Perrin.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Monson, seconded by Hefty, to approve the agenda as posted. Carried.
APPOINT PAUL RHYNER TO VILLAGE BOARD: Motion by Blumer, seconded by Johnson, to
appoint Paul Rhyner to village board. Carried.
APPOINT AMY JO VONBEHREN TO PARK COMMISSION: Motion by Blumer, seconded by
Stephan, to appoint Amy Jo VonBehren to the Park Commission. Carried.
ADOPT 2025 BUDGET: Motion by Blumer, seconded by Monson, to adopt the 2025 budget in the
amount $1,228,069. Carried.
ADOPT 2025 LEVY: Motion by Blumer, seconded by Rhyner, to adopt the 2025 levy in the
amount of $563,692. Carried.
ADOPT 2025 SET ASIDES: Motion by Johnson, seconded by Klein, to add $22,043 to the parks
set aside. Carried. Motion by Monson, seconded by Hefty, to approve the set asides in the
amount of $115,845. Carried.
APPROVAL OF MINUTES OF PREVIOUS BOARD MEETING: Motion by Hefty, seconded by
Klein, to approve the minutes of the previous board meeting of October 14, 2024 as printed.
Carried.
PRESIDENTS MESSAGE: Nothing.
PUBLIC APPEARANCES: None.
LIBRARY UPDATE: Teacher tea was coordinated for the school year with 10 other school staff
members. Silent auction was completed and $2,091 raised to purchase shelving for children’s
picture book collection. Preschool story time is held every Tuesday morning from 10-11 a.m. with
Laura Roth. There are three monthly adult programs - Adult book club, Sugar River Writers Club
and Open Craft Night. Started preparing for Albany’s Snack with Santa on December 7 from 9:30
– 11a.m. and Santa will be arriving in the fire truck and there will be crafts and snacks.

GREEN COUNTY DEVELOPMENT CORPORATION: Brewer reported that the potential
developer of the property behind Dollar General sent a letter of intent regarding moving forward
with development.
ALBANY COMMUNITY 1ST / CHAMBER: Nothing.
RENAME POLICE DISCIPLINARY COMMISSION: Motion by Blumer, seconded by Klein, to
rename the commission to Police & Fire Disciplinary Commission. Carried.
FIRE DEPARTMENT AUDIT: Motion by Johnson, seconded by Hefty, for the fire department to
have an audit with substantial completion within thirty days; including someone hired and all the
requested information supplied. Carried.
FIRE DEPARTMENT INSPECTION: Motion by Stephan, seconded by Hefty, to have the required
inspections with substantial completion within thirty days and to provide proof of all 2024
completed inspections to the Village Board. Carried.
EMPLOYEE GIFT CARDS: Motion by Blumer, seconded by Johnson, to approve gift cards in the
amount of $50 for full-time employees and $25 for part-time employees. Carried.
COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports
have been placed on file:
Finance/Insurance 10/20/24
Parks Commission 10/21/24
Police, Fire & License 10/22/24
Street & Utility 11/6/24
UNCASHED CHECKS: Motion by Monson, seconded by Rhyner, to void the list of outstanding
checks in the amount of $915.50. Carried.
FIRE DEPARTMENT HAZMAT BILLING: Need more information. Tabled.
FIELD INSPECTION: Motion by Blumer, seconded by Johnson, to have Mead & Hunt draft permit
modification plan for DNR approval. Carried.
SEWER & WATER RATES: Motion by Blumer, seconded by Rhyner, to apply to PSC for simplified
rate case for water rate increase. Carried. Motion by Blumer, seconded by Monson, to approve
Resolution 04-24: 2025 5% sewer rate increase. Carried.
NORTH SUMMIT DRAINAGE: Motion by Blumer, seconded by Hefty, to have the Village
purchase both culverts and have Hauri install the culverts on Cincinnati Street with the help of the
village public works department. Carried.
ON-CALL PAY: Motion by Blumer, seconded by Rhyner, to increase on-call weekend pay from
$50 to $60 per day. Carried.

APPROVAL OF BILLS: Motion by Monson, seconded by Johnson, to approve the bills as printed.
Carried.
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Gill reported that our summer part-time
parks laborer, Avary Briggs, will have a break over the Holidays and Gill would like her to come
work during her break. Motion by Hefty, seconded by Monson, to approve Briggs to work over her
holiday break. Carried.
Brewer reported that the Village received their first notice of non-compliance from the DOR
regarding valuations. Brewer has been in contact with Associated Appraisal and discussions will
start on whether we will be able to do an interim market update or a full revaluation.
Discussion on the fire department pumper truck that needs repairs as well as some other
equipment; want to make sure the equipment is being serviced as required.
