MINUTES OF THE ALBANY VILLAGE BOARD June 9, 2025 The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village Hall by President Kim Blumer. Members present were: Blumer, Michelle Monson, Fred Johnson, Paul Rhyner, Kimberly Klein, Tonya Stephan and Bert Hefty. Also present: Robert Ritter, Lonnie Gill, Aidan Wright, Melissa Everson, Scott Vosters, Troy Maggard, Austin , Scott Whaler, Logan Winner, Brian Hauri, Jasmine Perrin, Luke Eastwood Proof of posting was verified. AGENDA: Motion by Monson, seconded by Rhyner, to approve the agenda as printed. All ayes. Motion carried. MINUTES: Motion by Johnson, seconded by Klein, to approve the minutes of the May 12, 2025 board meeting, and the May 15, 2025 special board meeting as printed. All ayes. Motion carried. PRESIDENT’S MOMENT: Nothing. PUBLIC APPEARANCES: Logan Winner reported that the Hooked on Fishing event was well attended with 70 kids and every kid left with a gift. He thanked the Village for getting a barricade for the event. Many compliments on the new boat launch – wondering if some gravel could be added to each side; Gill will look into adding some gravel. Winner will be offering Hunters Education classes. He was also wondering on the TDS construction; Gill said they should be started in about a week or so, he also questioned about easements and property lines. LIBRARY UPDATE: Everson reported that the summer program started last Tuesday. There is a summer reading challenge for people of all ages that come complete with a ton of prizes. All prizes are displayed at the library. All elementary kids took walking trips to the library in May, grades 4k – 5th grade; Laura had a fun program for them that day. Green County extension is using community room for Planning Ahead event, which is for adults who need or want to make end of life plans. GREEN COUNTY DEVELOPMENT CORPORATION: Nothing. ALBANY COMMUNITY 1ST / CHAMBER: No update. DISCUSSION/PRESENTATION ON FEASIBILITY OF A NEW TAX INCREMENT DISTRICT (TID): Troy Maggard gave a presentation on the feasibility of a new tax increment district. DISCUSSION/POSSIBLE ACTION ON PHASE 2 OF TIF DEVELOPMENT: Motion by Monson, seconded by Stephan, to move forward with Phase 2 of the TIF development with Southwestern Wisconsin Reginal Planning Commission. All ayes. Motion carried. Village Board, June 9, 2025 - Page 2 of 2 APPOINTMENT OF A CITIZEN MEMBER TO THE JOINT REVIEW BOARD (JRB): Motion by Blumer, seconded by Hefty, to table this item. All ayes. Motion carried. APPROVE CERTIFIED SURVEY – PARCEL #2300403460000: Motion by Monson, seconded by Johnson, to approve certified survey for parcel #2300403460000. All ayes. Motion carried. 2025-26 LICENSE RENEWALS: Motion by Monson, seconded by Rhyner, to approve the 2025-26 license renewals as printed. All ayes. Motion carried. 2025-26 OPERATOR LICENSE RENEWALS: Motion by Monson, seconded by Stephan, to approve the 2025-26 operator’s license renewals as printed. All ayes. Motion carried. APPROVAL OF 2024 AUDIT: Motion by Monson, seconded by Klein, to approve the 2024 audit performed by Lucida LLC. All ayes. Motion carried. APPOINT TRAVIS CHRISTEN TO PLANS COMMISSION: Motion by Blumer, seconded by Klein, to appoint Travis Christen to Plans Commission. All ayes. Motion carried. COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports have been placed on file: Street & Utility 6/3/25 2024 CMAR REPORT / RESOLUTION 01-25: Motion by Johnson, seconded by Monson, to approve Resolution 01-25 CMAR Report. All ayes. Motion carried. APPROVAL OF BILLS: Motion by Monson, second by Rhyner, to approve the bills as presented. All ayes. Motion carried. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Gill will be gone on vacation from June 18-29; Brewer will be doing some work from home during her daughter’s hip surgery/recovery; Stephan would like to look into funding to pursue the Fire Department audit.
