MINUTES OF THE ALBANY VILLAGE BOARD July 14, 2025 The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village Hall by President Kim Blumer. Members present were: Blumer, Michelle Monson, Fred Johnson, Paul Rhyner, Kimberly Klein, Tonya Stephan and Bert Hefty. Also present: Robert Ritter, Lonnie Gill, Aidan Wright, Brian Hauri, Scott Vosters, Jim Graves, Tim Porter, Olivia Otte with Green County Development Corporation, Jasmine Perrin. Proof of posting was verified. AGENDA: Motion by Hefty, seconded by Monson, to approve the agenda as printed. All ayes. Motion carried. MINUTES: Motion by Rhyner, seconded by Monson, to approve the minutes of the June 9, 2025 board meeting and the June 23, 2025 special board meeting as printed. All ayes. Motion carried. PRESIDENT’S MOMENT: Nothing. PUBLIC APPEARANCES: Graves was present to follow-up on the burn barrels he previously addressed. He would like to see the burn barrels be discontinued and the recycle center be used for those items instead, sometimes the burning creates smoke that is just unbearable. Also, he would like to see the board consider garbage pickup within the village – mentions how the public works crew use to go through and do the garbage pickup. Porter was here to address the food truck ordinance and see where the village is at with passing the ordinance and setting fees up for food truck vendors. He also addressed the closing of the office on Tuesdays and Thursdays, wondering why it is necessary. He feels the village would benefit from completing a time-study. Blumer mentioned that considering another employee would be addressed at budget time. Porter also questioned the tubing spots that are reserved for the tubers, there is no reason the tubing businesses should have reserved spots after 5pm since they are not sending people down after that; the board mentioned that they are still unloading after that time frame – the spots on Main Street were designated to help prevent less congestion on South Water Street. LIBRARY UPDATE: Everson was not present; she provided some information that was included in the board packet. GREEN COUNTY DEVELOPMENT CORPORATION: Otte is still in communication with the housing developer, there should be more coming in early fall. They are a recipient of a dairy and research grant, anyone in the diary field will be eligible. The micro loan program for entrepreneurs with small businesses is officially live and it offers a loan up to $10,000 for one year at 0% interest. Also continuing with the tech connect program to give out free devices to entrepreneurs, non-profits and certain individuals. She is still waiting for the  Village Board, July 14, 2025 - Page 2 of 2 contract on the downtown public wi-fi grant the village was awarded in order to give more information. ALBANY COMMUNITY 1ST / CHAMBER: Vosters reported that the next meeting is on Thursday at 7pm at the library. ORDINANCE CODIFICATION: Motion by Monson, seconded by Klein, to accept the preliminary reorganization plan proposed by Civic Plus. All ayes. Motion carried. ALBANY RIVERFEST REQUEST: Motion by Monson, seconded by Hefty, to close North Water Street from East Main Street to Madison Street and blocked at Oak, Milwaukee and Madison Streets from 9:00 a.m. on Friday, August 15 to Sunday, August 17, 2025 at 5:00 p.m. and to allow alcohol on North Water Street; and to approve the parade route on Sunday, August 17, 2025 starting at 1:00 p.m. on South Fifth Avenue and ending at the Legion with No Parking starting at 8:00 a.m. on East Main Street from South Fifth Avenue to North Water Street. All ayes. Motion carried. COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports have bene placed on file: Building, Grounds, Cemetery & Recycle 6/10/25 Plans 7/3/25 Street & Utility 7/7/25 FENCE PLAN: Motion by Blumer, seconded by Monson, to approve the fence plan at 105 North East Street. All ayes. Motion carried. MCCANN’S UNDERGROUND MAINTENANCE CONTRACT: Motion by Johnson, seconded by Monson, to accept the same pricing as last year for McCann’s contract. All ayes. Motion carried. TRAINING: Motion by Johnson, seconded by Hefty, to send Gill to the WRWA Outdoor Expo training on August 28, 2025 at a cost of $110. All ayes. Motion carried. APPROVAL OF BILLS: Motion by Monson, seconded by Rhyner, to approve the bills as presented. All ayes. Motion carried. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Stephan questioned where the Fire Department process is with the potential of charging for certain calls.
