MINUTES OF THE ALBANY VILLAGE BOARD
August 11, 2025
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the
Albany Village Hall by President Kim Blumer. Members present were: Blumer, Michelle
Monson, Fred Johnson, Paul Rhyner, Kimberly Klein, Tonya Stephan and Bert Hefty. Also
present: Robert Ritter, Lonnie Gill, Scott Vosters and Jasmine Perrin.
Proof of posting was verified.
AGENDA: Motion by Hefty, seconded by Monson, to approve the agenda as printed. All
ayes. Motion carried.
MINUTES: Motion by Monson, seconded by Rhyner, to approve the minutes of the June 9,
2025 board meeting as printed. All ayes. Motion carried.
PRESIDENT’S MOMENT: Nothing.
PUBLIC APPEARANCES: None.
LIBRARY UPDATE: Everson was not present but shared a report. The summer library
program was successful; summer reading challenge ends August 29; Sky’s the Limit is on
August 12 and 19; Dungeons and Dragons is on August 23 at 4pm; Sugar River Writers is
August 21 at 6:30pm; All Booked up is August 25 at 6:30pm; Silent Auction is October 10-25
and Snack with Santa is December 6 from 9:30-11am.
GREEN COUNTY DEVELOPMENT CORPORATION: Otte was not present but shared a
report. The Fall Breakfast will be held on October 10, more information to come on location
and time. The key initiatives still at the forefront are housing, business financing,
broadband and business recruitment and expansion. Also, currently working on their
website to make it more user-friendly and that resources are easy to find and to improve
efficiency and communication.
ALBANY COMMUNITY 1ST / CHAMBER: Vosters reported that back to school night is
August 27th at the Albany School district and will serve food from 4-7pm; if anyone is
interested in helping, that would be appreciated. The Overlook Park display was donated,
installed and has been updated. The next meeting is August 21st at 7pm at the library. Just
started discussions on the possibility of a celebration on July 4, 2026 which would be the
250th anniversary of country; tossed out ideas of a parade/fireworks.
REVALUATION: Motion by Monson, seconded by Klein, to accept the interim market
update revaluation option through Associated Appraisal. All ayes. Motion carried.

OPERATOR’S LICENSE: Motion by Monson, seconded by Hefty, to approve the operator’s
license for Annabelle Shappard. All ayes. Motion carried.
CLOSE OFFICE TRAINING – AUGUST 15, 2025: Motion by Monson, seconded by Johnson,
to close the clerk’s office on Friday, August 15, 2025 to attend election training. All ayes.
Motion carried.
COMMITTEE AND COMMISSION REPORTS: The following committee and commission
reports have bene placed on file:

SANITARY SEWER REHAB: Motion by Johnson, seconded by Monson, to add seven
additional manhole covers to defective sanitary sewer project. All ayes. Motion carried.
RESOLUTION 03-25: DECLARING OFFICIAL INTENT TO REIMBURSE EXPENDITURES
FROM PROCEEDS OF BORROWING: Motion by Blumer, seconded by Johnson, to approve
Resolution 03-25 for Clean Water Fund loan reimbursement. All ayes. Motion carried.
RESOLUTION 02-25: APPROVING TAX INCREMENT DISTRICT NO. 3 (TID 3) PROJECT
PLAN AND BOUNDARY: Motion by Blumer, seconded by Rhyner, to approve Resolution 02-
25. All ayes. Motion carried.
FENCE PLAN: Motion by Monson, seconded by Rhyner, to approve the fence plan at 400
South Mill Street. All ayes. Motion carried.
APPROVAL OF BILLS: Motion by Rhyner, seconded by Johnson, to approve the bills as
presented. All ayes. Motion carried.
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Much discussion about finding a
meeting time to address burning in burn barrels and garbage pickup. Ritter reported two
officers started the academy today, August 11. Gill needs to reach out to DNR about the
burning permit for the brush pile. Stephan questioned how to protect the Village on costs
associated with sending recruits to the police academy.
ADJOURNMENT: Motion by Rhyner, seconded by Monson, to adjourn. All ayes. Motion
carried.
