MINUTES OF THE ALBANY VILLAGE BOARD
September 8, 2025
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the
Albany Village Hall by President Kim Blumer. Members present were: Blumer, Michelle
Monson, Fred Johnson, Paul Rhyner, Kimberly Klein, Tonya Stephan and Bert Hefty. Also
present: Robert Ritter, Lonnie Gill, Jim Graves, Melissa Everson, Scott Vosters, Austin
Coppernoll, Brian Hauri and Jasmine Perrin.
Proof of posting was verified.
AGENDA: Motion by Hefty, seconded by Monson, to approve the agenda as printed. All
ayes. Motion carried.
MINUTES: Motion by Johnson, seconded by Rhyner, to approve the minutes of the August
11, 2025 board meeting as printed. All ayes. Motion carried.
PRESIDENT’S MOMENT: Nothing.
PUBLIC APPEARANCES: Graves was present to discuss the burn barrels allowed in the
village – he would like to see a ban on the burn barrels and have the recycle center utilized.
LIBRARY UPDATE: Everson reported that the summer library program was so well received
that it was extended another six weeks; reading challenge came to an end with 63
participants; Silent Auction is October 10th – 25th with a reception on the last day; hosting a
Teacher’s Tea on October 14th from 3:30-5p.m.; started planning Snack with Santa which
will be held on December 6th from 9:30-11 a.m.; library board has approved 2026 budget
and the Village allocation will remain the same as it has for the past two years.
GREEN COUNTY DEVELOPMENT CORPORATION: Otte was not present but shared a
report. The Fall Breakfast will be held on October 10 at Turner Hall in Monroe from 7:30-9
a.m.; currently working with Jim Olson on a Housing Development Fund application,
expected to be submitted this month; Mircoloan Program is still open with four loans
already issued; PSC Public Wi-Fi Grant will present in October with Albany receiving an
$11,000 grant to install free Wi-Fi; working with Albany and Juda school districts to provide
internet reimbursements to qualifying families; Tech Connect Program is still offering free
devices for anyone interested; will be launching a youth apprenticeship program that kicks
off on October 15.
ALBANY COMMUNITY 1ST / CHAMBER: Vosters reported that the tree lighting ceremony
will be held on the evening of Snack with Santa and just started conversations about plans
for July 2026 and welcome any ideas.

CONSIDERATION/DISCUSSION: RESOLUTION 04-25 APPROVING VILLAGE OF ALBANY TAX
INCREMENT DISTRICT NO. 3 (TID 3) PROJECT PLAN & BOUNDARY: Coppernoll explained it
has been a great working relationship getting to this point – the plan presented is the same plan as
before, noting that the items still needed is the legal description which would outline the
boundaries; any remaining resolutions from the current board meeting and the Joint Review Board
meeting which will occur on September 23, which would be the last approval of this district.
Johnson asked if it would come before the village board again and Coppernoll explained that this
current board meeting is the final approval at the village board level and then moves to Joint
Review board for final approval. There was much discussion about the phases of the project – the
next step after creation of the TID is moving forward with the developer on an agreement. Rhyner
asked about stormwater management and Gill said that it has already been done by the creation
of the pond in that area; Rhyner questioned about the depth of the pond and if a fence will be
needed. Hauri wanted to make sure there was enough access for Fire Trucks to access the new
development. Motion by Rhyner, seconded by Monson, to approve Resolution 04-25 approving
creation of tax increment district No. 3 project plan and boundary. All ayes. Motion carried.
Coppernoll reminded Blumer of the signatures that are needed on the Resolution.
CLERK/TREASURER COUNTY TRAINING – NOVEMBER 7, 2025: Motion by Monson, seconded
by Rhyner, to approve the morning office closure on November 7, 2025 for clerk/treasurer training
in Monroe. All ayes. Motion carried.
COURT CLERK TRAINING – OCTOBER 9 & 10, 2025: Motion by Hefty, seconded by Stephan, to
approve Brewer to attend court clerk training at a cost of $40 plus mileage. All ayes. Motion
carried.
TRICK-OR-TREAT HOURS: Motion by Monson, seconded by Stephan, to approve trick-or-treat
hours on October 31, 2025 from 5-7p.m. All ayes. Motion carried.
COMMITTEE AND COMMISSION REPORTS: The following committee and commission
reports have bene placed on file:

Street & Utility 9/2/25
Plans 9/4/25
OPERATOR’S LICENSES: Motion by Monson, seconded by Johnson, to approve the
operator’s licenses for Jennifer McCord upon completion of Responsible Servers Course,
Anna Ellinger, Jennifer Schmidt and Elizabeth Klitzman. All ayes. Motion carried.
OCTOBER MEETING DATE: Motion by Johnson, seconded by Monson, to move the October
Street & Utility meeting date to October 1, 2025 at 6:30 p.m. All ayes. Motion carried.
CONCRETE PAD AT SEWER POND: Motion by Johnson, seconded by Blumer, to accept DP
Concrete’s bid of $3,980 to install a 10x22 cement pad at the sewer pond. All ayes. Motion
carried.

LAND IN BUSINESS PARK: Motion by Blumer, seconded by Monson, to offer the village
land in the business park that Bartelt is interested in at $28,000 per acre plus survey costs.
All ayes. Motion carried.
APPROVAL OF BILLS: Motion by Monson, seconded by Hefty, to approve the bills as
presented. All ayes. Motion carried.
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Burn barrels, garbage pick-up and Fire
Department audit.
ADJOURNMENT: Motion by Rhyner, seconded by Monson, to adjourn. All ayes. Motion
carried.
