MINUTES OF THE ALBANY VILLAGE BOARD October 13, 2025 The regular meeting of the Albany Village Board was called to order at 6:31 p.m. in the Albany Village Hall by Acting President Michelle Monson. Members present were: Monson, Fred Johnson, Paul Rhyner, Kimberly Klein, Tonya Stephan and Bert Hefty. Absent: Kim Blumer. Also present: Robert Ritter, Lonnie Gill, Rochelle Cashman, Brian Hauri, Jim Laughlin and Jasmine Perrin. Proof of posting was verified. AGENDA: Motion by Stephan, seconded by Rhyner, to approve the agenda as printed. All ayes. Motion carried. MINUTES: Motion by Johnson, seconded by Hefty, to approve the minutes of the September 8, 2025 board meeting as printed. All ayes. Motion carried. PRESIDENT’S MOMENT: Monson explained that Kim Blumer, Village President, will be unable to fulfill his duties for a while and the board will need to select another trustee as an interim president. Johnson nominated Monson, seconded by Hefty, as interim president. All ayes. Carried. PUBLIC APPEARANCES: Perrin announced that the PTO will hold Trunk-or-Treat on October 24, 2025 at the Lion’s Club from 5:30 p.m. to 7:30 p.m. LIBRARY UPDATE: Nothing. GREEN COUNTY DEVELOPMENT CORPORATION: Otte passed out some information on the Public Wi-Fi grant, through TC Networks, Inc., of $11,000 that the Village has been awarded along with a map showing three possible sites for the Wi-Fi to be installed. The installation could happen any time of year as it would not consist of heavy construction, except for extreme weather; there is electric service near all three potential areas. Otte did reach out to the Legion, and they did not have an issue with the installation if the Village chose to accept the award. The amount awarded would provide for 5 years of public wi-fi service and there is no obligation to extend the service after that time frame. It is public Wi- Fi so no password needed to access the service– there is a safety precaution set up so someone cannot monopolize all of the service, such as watching movies, etc. TC Networks will have public signage with disclaimers at the location. TC Networks can also help determine which location would have the best signal. Otte needs to know if the board would like to move forward with this project. Motion by Rhyner, seconded by Stephan, to move forward with the public wi-fi project. All ayes. Motion carried.  Village Board, October 13, 2025 - Page 2 of 3 Otte also reported that GCDC is launching an Emerging Entrepreneurs – Teen Business Competition to all area high school students in grades 9-12 that are interested in launching a business. The program runs from October 22 – November 14 and final winners announced on December 3; winners can receive up to $2,000 in cash prizes. This program is being run through a grant that GCDC received; the high school students just need a business plan, which can be any idea they have, and it is to help promote creativity and innovation. Otte will share a flyer with the board. ALBANY COMMUNITY 1ST / CHAMBER: Nothing. ALBANY HOUSING AUTHORITY BOARD APPOINTMENT(S): Rochelle Cashman introduced herself as the new director for the Albany Housing Authority. Motion by Stephan, seconded by Johnson, to appoint Laurie Thill for a 5-year board appointment. All ayes. Motion Carried. RESOLUTION 06-25: LIBRARY TAX EXEMPTION – 2026: Motion by Hefty, seconded by Monson, to approve Resolution 06-25 Library Tax Exemption for 2026. All ayes. Motion carried. COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports have bene placed on file: Parks 9/15/25 Personnel 9/22/25 Police, Fire & License 9/23/25 Street & Utility 10/1/25 Plans 10/2/25 SUMMER BONUSES: Motion by Stephan, seconded by Rhyner, to approve summer bonuses of $500 to Avary Briggs; $500 to Cindy Mauerman and $250 to Anna Ellinger. All ayes. Motion carried. 2026 WAGES: Motion by Monson, seconded by Stephan, to approve 2026 wages. All ayes. Motion carried. WDNR CLEAN WATER FUND / SOIL TESTING: Motion by Johnson, seconded by Rhyner, to spend up to $300 on soil testing as needed. All ayes. Motion carried. VARIANCE: Motion by Monson, seconded by Klein, to approve the 3’ height variance allowing 21’ height for an accessory building at 501 North Mechanic Street. All ayes. Motion carried. ORDINANCE 01-25: MOBILE FOOD VENDORS: Motion by Rhyner, seconded by Johnson, to approve Ordinance 01-25: Mobile Food Vendors. All ayes. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Fire Department audit; checking properties that have ducks, which are not allowed, and having too many chickens.
