MINUTES OF THE ALBANY VILLAGE BOARD November 10, 2025 The budget hearing / regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village Hall by President Michelle Monson. Members present were: Monson, Fred Johnson, Kimberly Klein, Paul Rhyner and Berty Hefty. Absent: Kim Blumer and Tonya Stephan. Also present: Lonnie Gill, Chief Robert Ritter, Brian Hauri, Melissa Everson, Jim Graves and Jasmine Perrin. The Pledge of Allegiance was shared. Proof of posting was verified. AGENDA: Motion by Hefty, seconded by Rhyner, to approve the agenda as posted. All ayes. Motion carried. ADOPT 2026 BUDGET: Motion by Rhyner, seconded by Johnson, to adopt the 2026 budget in the amount $1,252,206. All ayes. Motion carried. ADOPT 2026 LEVY: Motion by Johnson, seconded by Rhyner, to adopt the 2026 levy in the amount of $569,376. All ayes. Motion carried. ADOPT 2026 SET ASIDES: Motion by Rhyner, seconded by Klein, to approve the set asides in the amount of $115,845. All ayes. Motion carried. APPROVAL OF MINUTES OF PREVIOUS BOARD MEETING: Motion by Hefty, seconded by Johnson, to approve the minutes of the previous board meeting of October 13, 2025 as printed. Carried. PRESIDENTS MESSAGE: Nothing. PUBLIC APPEARANCES: Jim Graves recognized Kim Blumer’s accident and condolences to Tonya Stephan. He wanted to address the burning and how it makes the village smell terrible and there is no need for burn barrels since we have the recycle center. Monson did explain that we are in the process of working on the burning ordinance. Graves appreciates the step forward. LIBRARY UPDATE: Everson reported that there were 100 picture books handed out at Trunk-or- Treat and gone within the first 50 minutes; Snack with Santa will be on December 6 from 9:30- 11am; Winter “Summer Fun” event will be held on January 23 from 5:30-7:30pm with a free hot dog dinner; patron count and circulation continue to go up. GREEN COUNTY DEVELOPMENT CORPORATION: Monson shared a report from Otte – Wi-Fi reimbursement program is still available for families enrolled in the Albany School District; a meeting is scheduled with the potential developer for the TID project; the Albany Public Wi-Fi Village Board, November 10, 2025 - Page 2 grant will be moving forward and using TC Networks to complete the project in 2026 with the equipment being ordered over the winter and installation beginning as soon as weather allows. ALBANY COMMUNITY 1ST / CHAMBER: Nothing. EMPLOYEE GIFT CARDS: Motion by Rhyner, seconded by Hefty, to approve gift cards in the amount of $50 for full-time employees and $25 for regular part-time employees. All ayes. Motion carried. OPERATOR’S LICENSES: Motion by Monson, seconded by Johnson, to approve the operator’s license for Manpreet Singh contingent on completion of the responsible server’s course. All ayes. Motion carried. FENCE PLAN APPLICATION: Tabled until more information is received, due to the ordinance not allowing a 6’ fence in the front setbacks. CHICKEN PERMIT APPLICATION: Tabled until the materials and dimensions of the coop are received. COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports have been placed on file: Building/Grounds/Cemetery/Recycle 10/14/25 Finance & Insurance 10/15/25 Street & Utility 11/3/25 COST WATER QUALITY TRADING PLAN: Motion by Johnson, seconded by Rhyner, to approve the proposal in the amount of $19,500. All ayes. Motion carried. GERTSCH WATER LICENSE: Motion by Johnson, seconded by Monson, to send Gertsch to Plover to test for water license at a cost not to exceed $900. All ayes. Motion carried. APPROVAL OF BILLS: Motion by Monson, seconded by Hefty, to approve the bills as printed. All ayes. Motion carried. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Hefty recognized Perrin for a job well done on Trunk-or-Treat. Brewer gave an update on the ordinance codification process.
