MINUTES OF THE ALBANY VILLAGE BOARD December 8, 2025 The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village Hall by Acting President Michelle Monson. Members present were: Monson, Fred Johnson, Paul Rhyner, Kimberly Klein, Tonya Stephan and Bert Hefty. Absent: Kim Blumer. Also present: Lonnie Gill, Brian Hauri, Melissa Eveson and Jasmine Perrin. Proof of posting was verified. AGENDA: Motion by Hefty, seconded by Klein, to approve the agenda as printed. All ayes. Motion carried. AMEND 2026 FINAL BUDGET: Brewer explained that the wrong number was used for the Levy amount; the correct number is $570,937. Since this increases the revenues by $1,561, expenses also need to be increased by the same amount. Motion by Rhyner, seconded by Johnson, to amend the 2026 Final budget in Revenue Account General Property Taxes to $570,937 and Expense Account Mach/Equip Supplies to $17,561 for a total budget of $1,253,767. All ayes. Motion carried. MINUTES: Motion by Johnson, seconded by Klein, to approve the amended minutes of the November 10, 2025 board meeting as printed. All ayes. Motion carried. PRESIDENT’S MOMENT: Nothing. PUBLIC APPEARANCES: None. LIBRARY UPDATE: Everson reported that Snack with Santa was very successful, there were 120 children in attendance with a full library by 9:20 a.m. when Santa arrived; there were a total of 223 people in attendance that enjoyed crafts and snacks and every child went home with a new book that they were able to pick out themselves. This is the fourth annual Letters to Santa; there were 51 letters that children sent to Santa. Everson has worked on community members’ requests which would allow patrons to reserve an item through linking. Currently, Albany is 1 of 3 libraries in this area that are not linked and linking would connect with all 52 libraries; however, the pricing to do the linking is very pricy per year. The library board has not made a final decision on linking yet, so the library will continue to meet patrons needs the best they can. The library received Green County Shared resources in the amount of $1,661 which allowed the library to purchase 38 new audio books for kids, which are now on the shelf and ready for checkout. Everson finished final certification course, and she will officially be a grade 2 library director. The board congratulated Everson on this accomplishment.  Village Board, December 8, 2025 - Page 2 of 3 GREEN COUNTY DEVELOPMENT CORPORATION: Otte was not present but provided an update; continue to work with Albany School District on the Wi-Fi reimbursement programs; TC Networks has begun installing the equipment for the public Wi-FI project; actively supporting multiple grant-writing efforts for partners throughout Green County; assisting the Village with the proposed 55-unit subdivision project, currently working on developer’s agreement, potential Housing Development Fund support and overall site- readiness questions. ALBANY COMMUNITY 1ST / CHAMBER: Nothing. RESOLUTION 09-25: ELECTION INSEPCTOR APPOINTMENTS: Motion by Rhyner, seconded by Stephan, to approve Resolution 09-25 appointing election inspectors for 2026-2027. All ayes. Motion carried. SET DATE FOR 2026 CAUCUS: Motion by Monson, seconded by Stephan, to set the caucus for January 12, 2026 at 6:30 p.m. All ayes. Motion carried. PELLITTERI 2026 CONTRACT: Brewer explained this is for the dumpsters at the Recycle Center; the Landfill is increasing their pricing for the haulers which would affect our charges from Pellitteri. Pellitteri has drafted a contract for 2026 that would only increase our current pricing by $274.01 rather than the 10-15% increase from the Landfill. Motion by Stephan, seconded by Johnson, to accept the Pellitteri 2026 Contract. All ayes. Motion carried. INDUSTRIAL/BUSINESS LOTS DRAFT SURVEYS: Brewer provided the two surveys from Talarczyk Land Surveys; if the board approves the surveys as presented, the surveys will be finalized and filed with the county. Motion by Hefty, seconded by Stephan, to approve the two surveys as presented. All ayes. Motion carried. OPERATOR’S LICENSE(S): Motion by Rhyner, seconded by Hefty, to approve the operator’s license for Brielle Gettelman. All ayes. Motion carried. CHICKEN PERMIT APPLICATION(S): Motion by Johnson, seconded by Hefty, to approve the chicken permit for Jamie Calvert & Melissa Mcginn at 603 E. Main Street. All ayes. Motion carried. FENCE PERMIT APPLICATION(S): Motion by Rhyner, seconded by Stephan, to deny the 6’ fence permit application at 601 East Main Street due to the 3’ height restriction in front of the property. All ayes. Motion carried. DIGITAL CHECK SIGNATURES: Motion by Monson, seconded by Rhyner, to pursue digital signatures on checks. 6 ayes – 1 nae. COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports have been placed on file: Street & Utility 12/1/25 WATER RATES: Motion by Johnson, seconded by Rhyner, to approve the 3% water rate increase for 2026. All ayes. Motion carried. RESOLUTION 08-25: SEWER RATE INCREASE: Motion by Johnson, seconded by Blumer, to approve the 23% sewer rate increase for 2026. All ayes. Motion carried. This increase is needed to help with expenses related to the Clean Water Fund project. APPROVAL OF BILLS: Motion by Blumer, seconded by Monson, to approve the bills as presented. All ayes. Motion carried. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Brewer reported that the first draft of the ordinance recodification has come through – it is 533 pages and Blumer has gone through the entire document and made notes for Brewer; Ritter has his portion to proof; Gill and Hauri will receive their portions to proof as well.
