VILLAGE CAUCUS
January 12, 2026
The caucus was called to order at 6:31 p.m. on Monday, January 12, 2026 by President Michelle
Monson in the Albany Village Hall. Present were: Monson, Kim Blumer, Fred Johnson, Paul Rhyner,
Kimberly Klein, Tonya Stephan and Bert Hefty. Also present: Michelle Brewer, Lonnie Gill; and see
sign-in for additional attendees.
Monson asks for nominations for two tellers. Motion by Johnson, seconded by Stephan, to
nominate Paul Rhyner. Motion by Rhyner, seconded by Johnson, to nominate Bert Hefty.
Monson announced that there were three village trustee positions open at this time for two-year
terms. These positions are currently held by Fred Johnson, Kimberly Klein and Tonya Stephan.
Monson opened the floor for nominations for the three trustee positions.
Motion by Hefty, seconded by Klein, to nominate Fred Johnson.
Motion by Rhyner, seconded by Klein, to nominate Tonya Stephan.
Motion by Johnson, seconded by Hefty, to nominate Kimberly Klein.
Monson asked for more nominations.
Motion by Heather Holst, seconded by Hailey Holst, to nominate Brooke Helley.
Monson asked for more nominations; hearing none, nominations are closed.
Motion by Rhyner, seconded by Hefty, to close the Caucus. The Caucus was then closed.

MINUTES OF THE ALBANY VILLAGE BOARD
January 12, 2026
The regular meeting of the Albany Village Board was called to order at 6:34 p.m. in the Albany
Village Hall be President Michelle Monson. Members present were: Monson, Kim Blumer, Fred
Johnson, Paul Rhyner, Kimberly Klein, Tonya Stephan and Bert Hefty. Also present: Lonnie Gill, ;
see sign-in for additional attendees.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Blumer, seconded by Stephan, to approve the agenda as posted. All ayes.
Motion carries.
MINUTES: Motion by Blumer, seconded by Johnson, to approve the minutes of the December 8,
2025 meeting as printed. All ayes. Motion carried.
PRESIDENT’S MESSAGE: None.
PUBLIC APPEARANCES: None.
LIBRARY UPDATE: Everson reported that December was a relatively quiet month; all regular
programming and community meetings took a break during the holidays. The children and adult
programs are moving forward in January. January 23rd will be a winter/summer fun event with a
bounce house, mini golf, yard games, hotdog supper and popsicles from 5-7pm. The summer
library program theme is Dinosaurs, and the kickoff will be the 1st Tuesday in June with a visit from
the Mississippi River Museum to bring post prehistoric animals to share with the kids and the
culmination will be raptors. There will be a family program on the last day of school in the evening
called On the Go and plan to come to the village board to ask for permission to block the street
for kids to check out vehicles and other fun items.
GREEN COUNTY DEVELOPMENT CORPORATION: Brewer reported that Otte has been in
conversations with the developer regarding the project. Otte has offered to help with the
developer’s agreement.
ALBANY COMMUNITY 1ST / CHAMBER: Nothing.
TID #3 DEVELOPER’S AGREEMENT: Brewer reported that Ehlers advised the Pay as You Go will
be the best financial option for the Village. Ehlers is willing to help the village with the developer’s
agreement and can provide an estimate of cost for services. Otte with Green County
Development and Maggied with Southwest WI Regional Planning will also help with the
agreement. Motion by Blumer, seconded by Rhyner, to move forward with Ehlers. All ayes.

COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports
have been placed on file:
Police, Fire & License 12/23/25
Street & Utility 1/5/26
FIRE DEPARTMENT OFFICERS: Motion by Monson, seconded by Stephan, to approve the fire
department officer elections as follows: Brian Hauri, Fire Chief; Mark Reidel, Assistant Fire Chief
#1; Sterling Ever, Assistant Fire Chief #3; Nate Phillips, Bruce Walz, Brandon Williams, Captains;
Bruce Walz, Secretary and Brandon Williams, Treasurer. All ayes. Motion carried.
2026 EQUIPMENT RATES: Motion by Johnson, seconded by Blumer, to approve the 2026
equipment rates as presented. All ayes. Motion carried.
HEAVY DUTY AND PORTABLE WELDER: Motion by Johnson, seconded by Stephan, to
purchase a Lincoln Electric welder at a cost of $589 and a portable welder at a cost of $249.99
not to exceed $900 plus freight. All ayes. Motion carried.
TRAINING: Motion by Johnson, seconded by Stephan, to approve sending Blumer to training in
Fond Du Lac at a cost of $50 and to send Gill to training in Green Bay at a cost of $900. All ayes.
Motion carried.
APPROVAL OF BILLS: Motion by Blumer, seconded by Monson, to approve the bills. All ayes.
Motion carried.
