June 1, 2026 Alexandria City Council Call to Order: This meeting of the Alexandria City Council was called to order by Mayor Naselroad. Council Members - Roger Cuneo, present; John Burdsall, present; Wendi Goens, present; Amy McCurry, present; Dave Luck, present; Donna Key-Kerr, present; and Jeremy VanErman, present. Also, in attendance were City Attorney, Sydney Darnall, and Clerk-Treasurer Darcy VanErman. Public Comment: There were no members of the community present requesting to publicly address the Council. Approval of Minutes/Claims/Payroll: Wendi Goens motioned to approve the Meeting Minutes for May 4, 2026. Roger Cuneo second the motion. All in favor; motion carries. Jeremy VanErman motioned to approve the Meeting Minutes for May 18, 2026. Dave Luck second the motion. All in favor; motion carries. The City Docket presented to Council for their approval in the amount of $135,560.92. Wendi Goens motioned to approve the Docket. Roger Cuneo second the motion. All in favor; motion carries. Enterprise Docket presented to Council for their approval in the amount of $423,892.54. Donna Key Kerr inquired to the progress on resolving some of the utility billing and collection issues and asked for an update to which Mayor Naselroad advised he could have something ready for the Council for their next meeting. Amy McCurry inquired to the Clark Dietz APVs and where this had us with project resolution. Street Superintendent, Mark Sayre, advised to his understanding. Inquiry was made to APV 20728. After some brief discussion and more research needed to be made, this APV will be noted as omitted from approval. Donna Key Kerr motioned to approve the Docket minus APV 20728. Amy McCurry second the motion. All in favor; motion carries. John Burdsall motioned to approve the Payroll from May 10, 2026 in the amount of $137,875.99. Donna Key Kerr second the motion. All in favor; motion carries. May Pension in the amount of $19,083.16 was presented to the Council for approval. Amy McCurry motioned to approve this month’s Pension. Wendi Goens second the motion. All in favor; motion carries. Communication: Ordinances/Resolutions: ** see below New Business for the Ordinance actions of this meeting** City Council Minutes June 1, 2026 Page 2 Old Business: Upon Mayor Naselroad advising the Council that there is nothing ready for them regarding Additional Appropriations, Jeremy VanErman motioned to table the item. Amy McCurry second the motion. All in favor; motion carries. New Business: Mayor Naselroad opened the meeting for the Council to discuss the consideration of Ordinance 2026-008-C which would repeal two older Ordinance regarding residency requirements for Alexandria police officers. Attorney Darnall spoke to how the request came to legal’s attention. Police Chief Brian Holtzleiter spoke to the changing landscape of hiring for the department. Donna Key Kerr inquired to the take home car policy. Chief Holtzleiter said it is monitored internally by the Department. Hearing nothing additional, Amy McCurry motioned to approve the Ordinance upon reading of the Ordinance by title only. Roger Cuneo second the motion. All in favor; motion carries. Darcy VanErman recited the Ordinance by number and title for the record. Wendi Goens motioned to suspend the rules of the meeting for second hearing of the Ordinance before the Council this evening. Donna Key Kerr second the motion. All in favor; motion carries. Wendi Goens motioned to approve the Ordinance for its second reading. Amy McCurry second the motion. All in favor; motion carries. Other Business: Attorney Darnall spoke to the request and process for annexation for Byerly Inc. She also spoke to the status of the EJP agreement as well as were the Insurance Storm Claim Committee was in the process to welcome bids. Amy McCurry inquired to the next steps of the Community Garden transaction. She also inquired to the procedures for next steps with the passage of the e-bike and scooter Ordinance. She asked if it could be published on the city’s website and social media accounts. Police Chief Holtzleiter added updated signage could be beneficial as well. Donna Key Kerr publicly thanked the hard work and dedication of our Street Department for all they do that goes above and beyond in caring for our city. John Burdsall commended the high school baseball, softball, tennis and track athletes who are continuing their competitions through Sectionals, Regionals and onto State.
