Meeting was called to order at 7 p.m. by Mayor Tesch.

Public Comment
Dawn Daveys spoke in favor of Jake Skarbek for the open council seat.
Jim Fernandez invited everyone to the VFW’s “Proud to be an American” day on
November 6th at 5 p.m. at the flagpole in Riverfront Park.

Denutz Giura spoke on behalf of Jake Skarbek for the open council seat.
Claudia Klieman welcomed the new council people and urged them to do something
to make Algonac more appealing.
City Manager’s Report
CO#10.07.17 – Hear and file the City Manager’s Report
Motion by Thompson; supported by Stoneburner to hear and file the city manager’s
report, including remarks from Al Latosz, Superintendent of Algonac Community
Schools, as presented. Motion Carried.
Consent Agenda
CO#10.08.17 to approve the consent agenda as amended.
Motion by Thompson; supported by Bembas to approve items a, b, and c and pull items d, e
and f from the consent agenda and add to new business. Motion Carried.

Motion by Thompson; supported by Martin to authorize payment to Cortis Development
for emergency sewer repairs at 337 Virginia of $2,150. Motion Carried.

CO#10.10.17 Designate Street Administrator
Motion by Martin; supported by Thompson to designate Joe Vernier as Street
Administrator according to the requirements of Act 51. Motion Carried.

CO#10.11.17 Renew NOAA Agreement
Motion by Stoneburner; supported by Thompson to renew approval for NOAA Agreement
#14EKC0129K for no-cost, use of water level gauge building at 1530 St. Clair River Drive
for a term of August 1, 2018 through July 31, 2021.
CO#10.12.17 to fill the current vacancy on City Council
Motion Martin; supported by Bembas to nominate Jacob Skarbek for city council. Motion
Failed.

CO#10.13.17 to fill the current vacancy on City Council
Motion by Tesch; supported by Blair to nominate Jim Osieczonek for city council. Motion

CO#10.14.17 to allow Wood Alef to address council
Motion by Thompson; supported by Stoneburner to allow Wood Alef, owner of 505 Helen
Street to address council. Motion Carried.
CO#10.15.17 to remedy Building and Property Maintenance Violations at 505 Helen
Street
Motion by Thompson; supported by Bembas to delay until November 7, 2017 to allow
homeowner time to work with building department. Motion Carried.
CO#10.16.17 Turn Out Gear
Motion by Thompson; supported by Stoneburner to authorize payment of nine sets of
turnout gear for Algonac Fire Department at a cost of $15,075.

CO#10.17.17 Teamsters Memorandum of Understanding
Motion by Thompson; supported by Martin to approve a Memorandum of Understanding
between the City of Algonac and Teamsters Local 214. Motion Carried.
CO#10.18.17 Accounts Payable
Motion by Thompson; supported by Blair to approve accounts payable and payroll
in the amount of $176,075.18.

Report on 505 Helen Street
Council Comment
Michael Bembas invited everyone to the fundraiser at his house on Saturday, Oct.
21st. Its $5 and a lot of fun. Historical society’s spaghetti dinner is Oct. 24th at St.
Catherine’s.
Corey Blair wished everyone a safe and happy Halloween. Thanks for coming in.
Mark Thompson thanked everyone for coming. Thanks to the candidate this time
and last time. It’s a difficult decision. As try to figure out what’s best, thanks for the
guidance.
Ray Martin thanked people for putting their name in for city council. We appreciate
your effort and hopefully we can move forward.
Terry Stoneburner thanked everyone who applied and urges everyone to stay
involved. The new dog park is a great place to be and we have visitors from
surrounding areas. Our Facebook page should be linked to the Web-site. Clay Twp
recently received the Smart 911 phone system and we’ve had it for a while. It’s to
give contact information to first responders.
Mayor Tesch thanked Denice Gerstenberg for her hard work and enthusiasm; posed
a question about community grant money for blight; reported recently joining EDA
and having a meeting about development and investment. EDA helped Marine City
with their resurgence. Thanks for coming and being involved.
