Meeting was called to order at 7 p.m. by Mayor Tesch

Curtis McBride, managing partner of McBride-Manley and Company
presented the audit report for fiscal year ending June 30, 2017.
CO#12-09-17 Audit Report
Motion by Thompson, supported by Stoneburner to accept and file the
auditor’s report Motion carried.
Public Comment
Christina Winquist, 1009 Lee Street, requested crack sealing on her end
of the street.
City Manager’s Report
City Manager Denice Gerstenberg reported that the Santa parade and
tree lighting was a big success. The county set up an online survey for
public input on what they want in their community in advance of the
community visioning session on January 23rd. That survey will be
available via our Web-site.
Consent Agenda
CO#12-10-17 Consent Agenda
Motion by Thompson, supported by Blair to approve the consent agenda
of minutes of the regular council meeting on 12.5.17 and reports from
the Fire Dept., Building and Code Enforcement, DPW, Water Dept.,
Library, Financials and the updated boards and commissions roster.
Motion carried.

CO#12-11-17 to approve the updated Personnel Policies & Procedures
Handbook
Motion by Osieczonek, supported by Thompson to approve the
Personnel Policies & Procedures Handbook dated December 19, 2017.
Motion carried.

CO#12-12-17 introduce amendment to Planning Commission
appointment process
Motion by Stoneburner, supported by Bembas to introduce the
ordinance 2017-04 amending Chapter 2 of the City Code to update how
appointments are made to the Planning Commission. Motion carried.
CO#12-13-17 to postpone blight ordinance amendment.
Motion by Thompson, supported by Martin to postpone ordinance
amending Chapter 18 of the City Code to update the Anti-Blight
ordinance as it relates to grass and weeds. Motion carried.
CO#12-14-17 to postpone filling the planning commission vacancy until
January 16, 2018.
Motion by Tesch, supported by Osieczonek to postpone filling the
planning commission vacancy until January 16, 2018. Motion carried.
CO#12-15-17 Purchase of two replacement windows of the city hall roof
Motion by Thompson, supported by Stoneburner to approve the
purchase of two windows in the fire department offices from Zimmer
Roofing, 1621 11th Avenue, Port Huron, MI 48060, for a total cost of
$1,975. Motion carried.

CO#12-16-17 to approve accounts payable and payroll in the amount of
$232,240.38
Motion by Blair supported by Thompson to approve accounts payable
and payroll in the amount of $232,240.38. Motion carried.

Merry Christmas, Happy Holidays
Martin
Thanks to the fire department and all the people at the city for all their
work on the Santa Parade. Good job. Merry Christmas and have a
prosperous new year.
Stoneburner
The Santa Parade was great, thanks to everyone who helped. I went to
an MML class for new council members and learned a lot. I was
disappointed the legislature did not put teeth in the bill for local
government concerning retirement costs. Merry Christmas and Happy
New year.
Bembas
Thanks for coming. Merry Christmas. Special thanks to Linda Mackie for
another perfect audit; thanks to Joe and fire department for everything
they do to put on the event, and to all the employees, I appreciate you
all. See you next year.
Osieczonek
Merry Christmas, happy new year. Thanks for coming out. We are lucky
in our city to have all the good services we have. Thanks to everyone for
that. I passed out some pens from the St. Clair County Veteran’s office.
