Call to Order
Mayor Stoneburner called the meeting to order at 7 p.m.
Roll Call
Present: Bembas, Blair, Gillis, Martin, Meldrum, Skarbek, Stoneburner
Absent: None
Others: City Manager Denice Gerstenberg, City Clerk Sam Boelke, Fire Chief Joe
Doan, Diane Chmielewski, Gale Anthony, Emily Pauling, Cathy Harris.
Moment of Silent Prayer
Mayor Stoneburner called for a moment of silent prayer.
Pledge of Allegiance
Mayor Stoneburner led the Pledge of Allegiance
Approve Agenda
Motion by Gillis; supported by Blair to move presentations to the end of the meeting
to allow for Sheriff Donnellon to arrive. Motion carried.
Public Comment
Gale Anthony, 1110 Summer St, spoke on how well run the election was
complimenting Clerk Boelke on the availability of sanitizer and masks and the
importance put on using them.
City Manager’s Report
City Manager Denice Gerstenberg presented a short report.

Motion by Skarbek; supported by Martin to approve the consent agenda as
presented. Motion carried.

To approve fire hydrant repairs: $ 2,042.26
Motion by Blair; supported by Bembas to approve to EJ USA, Inc., whose address is P.O.
Box 644873, Pittsburgh, PA 15264-4873, for fire hydrant replacement parts in the
amount of $2,043.26. Motion carried.

To approve engineering for water plant filtration building roof parapet: $
9,220
Motion by Gillis; supported by Blair to award engineering services for the water plant
filtration building roof parapet study in the not-to-exceed amount of $9,220 to Hubbell, Roth
and Clark, whose address is 555 Hulet Drive, Bloomfield Hills, MI 48302. Motion carried.

To approve engineering for raw water pump station roof: $ 9,498
Motion by Bembas; supported by Skarbek to approve engineering for the structural
analysis of the raw water pump station roof in the not-to-exceed amount of $9,498 to
Hubbell, Roth and Clark, whose address is 555 Hulet Drive, Bloomfield Hills, MI 48302.
Motion carried.

To approve purchase of Riverfront Park outdoor café seating: $ 31,000
Motion by Bembas; supported by Skarbek to approve purchase of 12 outdoor café tables
with umbrellas; 10 for Riverfront Park, 1 for Scout Park and 1 for Columbia St park; from
Belson Outdoors, whose address is 627 Amersale Drive, Naperville, IL 60563, in the not
to exceed amount of $31,000. Motion carried.

To adopt Resolution 2020-10 to allow alcohol in Riverfront Park
Motion by Skarbek; supported by Gillis to adopt resolution 2020-10 to suspend enforcement
of city code section 28-4 with respect to alcoholic liquor in Riverfront Park. Motion Carried.

To approve payment to Building Official: $ 2,249.88
Motion by Blair; supported by Skarbek to approve payment Tracy Kallek Building Official
Services, for the month of June 2020 in the amount of $2,249.88. Motion carried.

Accounts Payable
Motion by Skarbek; supported by Bembas to approve accounts payable and payroll in the
amount of $675,611.34. Motion carried.

I voted AV so I was not in the precinct but it sounds like the clerk deserves a big
thank you.
Meldrum

Thanks for voting in the election yesterday. Thanks to all the election workers for
their effort.
Gillis
Thank you to Sam and all the election workers for your work to have a safe and
successful election.
Blair
Thank you Sam, Diane and Gale for your work at the election. It’s a long day. I’m
super geeked about the new tables at Riverfront Park. Anything we can do to make
the city better is great.
Bembas

Thanks Sam, Gale and Diane and thanks to Bill Gratopp for ten years of service
to the county. Leadership is a verb; it’s taking the extra step and getting things
done; taking the initiative to work on improvements.
Stoneburner
Music is the Park this week is sponsored by Belanger Maintenance. Come on out and
join us. We ride our golf carts to the park and have a good time. There is a slow roll
bike on Sept. 17th. We’ll start at Clay Twp park and ride our bikes around Clay
Township. Thanks to Sam and the election crew. Everyone had their masks on while
I was there. Algonac Alive and the Lions Club are teaming up to present a Poker
Quest road-rally type event soon. You can participate via your car, your golf cart or
side-by-side, you can walk – we’re just traveling around the Algonac area. More
information to follow.
