Gerstenberg, City Manager Summary In 2014 St. Clair County initiated a $585,000 project to replace the bar screen at the Wastewater Treatment Plant. This project was financed thru the State of Michigan Clean Water Revolving Fund. A bar screen is a filter system designed to remove objects from wastewater and protect pumps from clogging. It is the first level of filtration used by wastewater treatment plants. Every year Algonac contributes $75,000 and Clay and Ira Township each contribute $87,500 to an equipment replacement fund. St. Clair County then makes payments from the equipment replacement fund to the State of Michigan Clean Water Revolving Fund. The State of Michigan has recently provided a payoff amount of $198,469.24. To make final payment on the loan, St. Clair County needs written approval from each community to pay the loan balance from the Equipment Replacement Fund. Suggested Action: MOVED BY: SUPPORTED BY: RESOLVED, to approve the Waste Water Treatment Plant Bar Screen Project Loan payoff, as requested by the St. Clair County Department of Public Works, with funds from the Waste Water Treatment Plant's Equipment Replacement Fund in the amount of $198,469.24, to the State of Michigan's Clean Water Revolving Fund, and authorize the City Manager to sign the authorization form on behalf of the city.
