Others Present: City Manager Denice Gerstenberg, City Clerk Lisa Borgacz, and Fire Chief Joe Doan, Jennifer and Dave Vandenbossche. Moment of Silent Prayer Mayor Stoneburner called for a moment of silent prayer. Pledge of Allegiance Mayor Stoneburner led the Pledge of Allegiance. Approve Agenda Motion by Blair, supported by Martin to approve the agenda as presented. Motion carried. Presentations There were no presentations. Public Comment Chris Halkias-Robb, 1000 Fruit St., thanked everyone for voting. 8.16.2022 CC Minutes 1 Item No: lla Meeting: 9.6.2022 Business of the Algonac City Council Agenda Statement Item Title: To approve Replacement of City Hall rooftop units: $62,893 Submitted by: Joe Vernier, DPW Foreman Summary (Tabled from August 16, 2022 meeting) There are four (4) air conditioning/heating units on the roof at city hall. One unit (2005) controls City Council chambers. One unit (2009) controls the Fire Department. The other two (2000 and 2003) control city hall. One of the city hall units was down for 2 days before the contractor was able to get it up and running, but it is only running at 50% capacity. The city hall units are over 20 years old and the parts to fix them are no longer available. There is a 24-26 week lead time for new units. Three quotes were received: Climate Pros (2000 & 2003) $32,259.00 Holdwicks Heatinq & Coolinq $37 200.00 Hutchison Mechanical Co .• Inc. $35,500.00 It was recommended to purchase from Climate Pros, who provided the lowest quote. Based on Climate Pros lowest quote for two (2) units, City Council requested a quote to consider replacement of all four (4) units at the August 16 meeting. The quote from Climate Pros to replace four (4) units is as follows: 2 City Hall/Fire rooftop units (2000 and 2009) $18,545 each $37,090.00 2 City Hall/Council Chambers rooftop units (2003 $13,714 each $27,428.00 and 2005) Less discount for multiple units/one crane $-1,625.00 TOTAL S62.893.00 There is a per unit cost saving purchasing two additional units and there is a savings using the crane for multiple units. Suggested Actions: MOVED BY: SUPPORTED BY: RESOLVED, to approve replacement of the two (2) rooftop air conditioning/heating units that serve city hall from Climate Pros. whose address is 9453 Marine City Hwy, Fair Haven, MI 48023 in the amount of $32,259.00. OR RESOLVED, to approve replacement of the four (4) rooftop air conditioning/heating units that serve city hall and the fire department from Climate Pros. whose address is 9453 Marine City Hwy, Fair Haven, MI 48023 in the amount of $62,893.00. APPROVED/Denied Item No: 11b Meeting: 9.6.2022 Business of the Algonac City Council Agenda Statement Item Title: To approve Abatement of Nuisance Resolution #2022-10 2137 Washington. Submitted by: Denice A. Gerstenberg, City Manager Summary Typically, blight and code violations are effectively addressed by the Dangerous Building Commission. However, per the attached letter from the city attorney dated August 10, 2022, there is a property where satisfying the ordinances requirement of personal service has been impossible, even with the assistance of a process server. This is a rental property and the owner has a post office box in Marine City. The city attorney has requested that the City Council declare this property a nuisance per City Code Section 34-18 so that enforcement can be initiated in the St. Clair County Circuit Court. Attached is a Resolution for City Council approval. Suggested Action: MOVED BY: SUPPORTED BY: RESOLVED, to approve Resolution #2022-10 and declare 2137 Washington a nuisance within the bounds of Code Section 34-18 and permit the City Attorney to pursue abatement remedies in the St. Clair County Circuit Court. APPROVED/Denied Item N o: llf Meeting: 9.6.2022 Business of the Algonac City Council Agenda Statement Item Title: To approve Resolution #2022-11 adopting the St. Clair County Hazard Mitigation Plan. Submitted By: Joe Doan, Fire Chief Summary The city is asked to adopt a resolution supporting the updated St. Clair County Hazard Mitigation Plan at least every five (5) years. Attached is the approval letter from FEMA as well as a memo from St. Clair County Emergency Management Director Justin Westmiller. The last resolution was adopted March 19, 2019. This Resolution will be good until 2027. Suggested Action: MOVED BY: SUPPORTED BY: RESOLVED, to approve Resolution #2022-11 adopting the St. Clair County Hazard Mitigation Plan as the city standard.
