Agenda Statement
Item Title: To approve employment of Nathaniel Doan as a full-time
member of the Algonac Fire Department.

Summary
City Council approved the addition of one full-time employee to the Fire Department
starting fiscal year 2023-2024. The position is Assistant to the Fire Chief with an annual
salary of $45,500 plus call-back pay based on credentials. The position was posted
internally for any interested person who met the minimum qualifications which included
the following:
• Minimum 5 years in the fire service
• Fire Fighter I/II Certification (State of Michigan)
• Hazardous Materials Operation Certification (State of Michigan)
• Medical First Responder EMS License (State of Michigan)
• Incident Command System (ICS)/National Incident Management System (NIMS)
• Rescue Task Force Qualified (SCC)
• Must be fire entry-level certified with no restrictions.
The hiring process required qualified candidates to complete (1) an oral interview
conducted by Fire Chiefs from local neighboring communities, (2) a medical evaluation/fit
for duty exam to be conducted by a licensed healthcare provider, and (3) a Fire Fighter
Physical Performance Agility Test conducted by the Marine City Fire Department.
Two internal applicants applied for the position. As current members of the Fire
Department, each applicant has been subject to the following:
1. An annual Internet Criminal History search.
2. An annual review of driving history. The department is notified promptly if any
employee receives a moving violation.
3. Every 3 years an extensive background check is required by the State of Michigan.
Only one applicant successfully completed the required process.
Nathaniel Doan, son of Fire Chief Joe Doan, has applied to the City of Algonac and desires
to serve the community as a full-time member of the Algonac Fire Department.
Pursuant to City Charter Chapter 5 - Section 5.11 Anti-Nepotism, certain relatives of any
elective or appointive officer are disqualified from city employment, including spouse,
child, parent, grandchild, grandparent, brother, sister, half-brother, half-sister, or the

Item Title: To approve Abatement of Nuisance Resolution #2023-17 for
809 Summer Street.

Summary
The city attorney has requested that the City Council declare this property a nuisance per City Code
Section 34-18 so that enforcement can be initiated in the St. Clair County Circuit Court.
Various vehicles have been parked on the lawn in violation of the zoning ordinance and there is improper
storage in violation of the anti-blight ordinance. This has been going on since December 2022.
Violations include recreational vehicles parked on lawn and extending into right-of-way, outdoor storage of
tires, cinder blocks, trash, plow, ladders, lawn mowers, cars parked on grass, camper parked on
neighbor's lot.

The code officer inspects the property the day of the city council meeting. The city manager can provide
an update at the meeting.
There has been no contact from the property owner.
The property owner has 21 days to abate these violations before the city attorney files in circuit court.
Attached is a Resolution for City Council approval.
