Submitted by: Denice A. Gerstenberg, City Manager; Alysia Bugg, City Treasurer Summary A special City Council meeting was held on April 16, 2024 for the purpose of discussing the proposed 2024-2025 FY Budget. A notice of the public hearing was published in the Voice newspaper on May 8, 2024, posted on the city's website, and posted at city hall. As is required by law, all funds have a positive ending balance. A motion to OPEN the public hearing and a motion to CLOSE the public hearing is needed. No other action is required by City Council.  Item No: 7b Meetinq: 5.21.2024 Business of the Algonac City Council Agenda Statement Item Title: Public Hearing on Special Assessment District. Submitted by: Denice A. Gerstenberg, City Manager; Alysia Bugg, City Treasurer Summary At the February 27, 2024 Election, Algonac voters approved the local ballot proposal establishing a Special Assessment District pursuant to Michigan Public Act 33 of 1951, as amended. In accordance with the terms of the proposal, the City Council will determine annually a levy amount between zero (0) and five (5) mills to defray the costs to continue medical first response services and fire protection at levels needed to adequately protect and serve the residents of Algonac. The proposal also called for 1 mill being assessed in year one. At 1 mill, the special assessment would cost the average residential home with a $62,000 taxable value $62 per year. Based upon all current taxable real and personal properties, the amount 1 mill will collect from this special assessment is estimated to be $130,000. The special assessment will be added to the summer tax bill as a separate line item. A notice of the public hearing was published in the Voice newspaper on May 8, 2024, posted on the city's website, and posted at city hall. A motion to OPEN the public hearing and a motion to CLOSE the public hearing is needed. No other action is required by City Council. 05  Item No: 11b Meeting: 5.21.2024 Business of the Algonac City Council Agenda Statement Item Title: To approve Refuse, Recycling & Yard Waste Collection Agreement with Emterra Environmental, USA. Submitted by: Denice A. Gerstenberg, City Manager Summary On April 9, 2024, the city accepted sealed proposals for Refuse, Recycling and Yard Waste Collection. Sixteen companies viewed the proposal documents. One proposal was received from Emterra Environmental, USA. The current contract with Emterra expires May 31, 2024. The new 5-year contract may continue fo r an additional five-year term unless written notification is given to the Contractor by the City. Collection services are provided to 1,750 households. The attached Agreement has been reviewed by the City Attorney. Highlights include: • Contract may be terminated upon 30 days' notice should the contractor fail to perform. • All complaints must be responded to within 24 hours. • No bag limit for trash or recycling. • Lions Field, DPW, Art Fair, Pickerel Tournament and Community Clean-up dumpsters are included. • Landlords may contact the Contractor to make specific arrangements for evictions. • A handicapped stop list will be created for customers with proof of a disability, no extra for this service. • Penalties enforced if Emterra fails to clean up the street, replace damaged containers or fails to pick up any collection within 24 hours of having been requested to do so by the city. • Penalties enforced if Emterra fails to pick up a dumpster within 72 hours of having been requested to do so. • Emterra will provide a monthly report regarding tonnage of refuse, yard waste, recyclables and bulk items collected and a report of complaints and their resolution. Submitted by: Denice A. Gerstenberg, City Manager Summary Attached is a Special Events Permit Application submitted by St. Catherine's of Alexandria located at 1103 Washington for the Corpus Christi Eucharistic Procession June 2, 2024. This will be a 15-minute walk from the church to Clay Street, south on M-29 to Columbia Street and back to the church. Approximately 100 people will be participating. All required documentation has been received, reviewed, and approved by administration; however, we are awaiting the St. Clair County Sheriff approval.
