Minutes for SPECIAL MEETING
Wednesday, August 26, 2020 at 9 a.m.
This was an electronic meeting held under authority of
EO 2020-154 due to the Coronavirus pandemic.
Call to Order
Hearing Officer Downey called the meeting to order at 9 a.m.
Roll Call
Present: Bayly, Carter, Doan
Absent: Richardson, Thompson
Others: Hearing Officer and City Attorney James Downer, City Clerk Sam
Boelke, City Code Enforcement Officer Lori Warner, City Building Official
Tracy Kallek, Rich Conflitti, Linda Fisher, Brady Harris, Eileen Tesch, Patrick
Doll, Patricia Lockhart.
Presentation - 1830 St. Clair River Drive
Hearing officer swore in Blight Officer Lori Warner, Building Official Tracy Kallek
and property owner Rich Conflitti. All parties presented their perspectives.
Current address for Mr. Conflitti is 518 Azalea Dr. NW, Port Charlotte, FL 33952.
Motion by Bayly, supported by Doan to declare the boathouse a dangerous
structure and that a public nuisance exists at 1830 St. Clair River Drive, granting
property owner 30 days (September 28, 2020) to 1) pull permits to renovate the
building; 2) present a structural engineering report on the building; 3) present a
plan of action. If after 30 days this is not complete, the building will be
demolished. Motion carried.

Hearing officer swore in Blight Officer Lori Warner and Building Official Tracy
Kallek. Linda Fisher represented the homeowner, her uncle. All parties presented
their perspectives.
Motion by Doan, supported by Bayly to declare the boathouse a dangerous
structure and that a public nuisance exists at 204 St. Clair River Drive; granting
property owner 30 days (September 28, 2020) to 1) secure a demolition permit
and remove the boathouse and present a plan of action to work with building
official for a maximum of 60 days, if the 30 days is not feasible, at the building
officials’ discretion. And to correct any blight violations to the main structure at
the same time. Motion carried.

Presentation - 144 Channelsyde Drive
Hearing officer swore in Blight Officer Lori Warner and Building Official Tracy
Kallek who presented their perspectives.
Motion by Carter; supported by Bayly to declare the residence a dangerous
structure and that a public nuisance exists at 144 Channelsyde Drive, granting
the property owner 30 days (September 28, 2020) to 1) secure all necessary
permits to restore the structure as safe for human occupancy and 2) address all
outstanding blight issues. If action is not completed by September 28, 2020, the
blight enforcement officer will take action to abate the violations immediately.
The Board authorizes and approves the imposition of a lien against the property
in the amount of the cost of the abatement incurred by the city, as permitted by
applicable city ordinance. Motion carried.

Presentation - 906 Liberty Street
Hearing officer swore in Blight Officer Lori Warner and Building Official Tracy
Kallek who presented their perspectives. Patrick Doll, current owner updated
contact info to 3400 Nebula Circle, Anchorage, AK 99517 cell: 248.974.5112. He
will be heading to Guam for work by September 27th and intends to sell the
house to a family friend before he leaves. He gives the city permission to enter to
assess interior condition. Patricia Lockhart, purchaser of home gave her contact
information as: 24567 Tallman, Warren, MI 48089 Cell 586.362.0341 and was
asked to act as point of contact for access to interior of home.
Motion by Bayly, supported by Carter to declare the resident a dangerous
structure and that a public nuisance exists at 906 Liberty Street, granting the

property owner 30 days (September 28, 2020) to supply a plan of action to the
building official and come to agreement with him. If action is not completed by
September 28, 2020 or a date approved by the building official, the blight
enforcement officer will take action to abate the violations immediately, The
