Call to Order
Hearing Office James Downey called the meeting to order at 9:15 a.m.
Roll Call
Present: Bayly, Carter, Doan
Absent: Fisher, Richardson
Others: City Manager Denice Gerstenberg, City Clerk Sam Boelke, Lori
Warner and Tracy Kallek
Presentation – 615 State Street
Hearing officer Mr. James Downey presented the background regarding 2198 Worfolk
Street. Both properties under scrutiny today are owned by the same individuals,
Richard and Sharon Hobig.
City Code Enforcement Officer Lori Warner testified she sent many letters and
notifications of violations to the property owner without any response from the
owners or any improvement to the property
City Building Official testified the property is a dangerous building unfit for human
habitation. He rescinded the certificate of occupancy. He recommends the property
be razed.
Presentation – 2198 Worfolk Street
Hearing officer Mr. James Downey presented the background regarding 2198 Worfolk
Street.
City Manager Denice Gerstenberg testified the city amicably resolved litigation
against Richard and Sharon Hobig in 2018 with a blight compliance agreement.
However, there has been no action on the property and no response from the owners
since that time nearly two years ago.

City Code Enforcement Officer Lori Warner testified she sent many letters and
notifications of violations to the property owner without any response and nothing
but decline to the property.
City Building Official testified the property is a dangerous building unfit for human
habitation. He rescinded the certificate of occupancy. He would like a warrant to be
able to inspect the inside before he makes a recommendation to raze the property.
He has been unable to see the interior due to blacked out windows.
Dangerous Buildings Member Carter noted that according to ordinance, if a non-
conforming building such as this one, has repairs needed that exceed 50% of the
value of the property, it should be razed.

Deliberation by the Dangerous Building Commission
615 State Street
Motion by Carter, supported by Bayly to declare 615 State Street a dangerous
building and recommend demolition within 90 days. Motion carried.

Nays: None
2198 Worfolk Street
Motion by Doan, supported by Bayly with review of the information and testimony
presented, 2198 Worfolk is declared a dangerous building and should be razed within
90 days. Motion carried.
