PARC Tax Advisory Board Minutes from November 3, 2021 Attendees Brian Thompson Laurel Shelley Brandon Smith Camden Bird Clark Taylor Spencer Stevens Nan Kuhn The meeting started at 5:30 pm. Brandon moved to approve the June 2nd and August 4th meetings minutes, Laurel seconded the motion. Motion passed unanimously. Election Results Mayor Brad Frost, Council Members Staci Carroll and Ryan Hunter were re-elected. Proposition #5 (PARC Sales and Use Tax) was approved for another ten years. Discussion on Comments and Suggestions • Meetings and information need to be transparent and available to the public • Specific project details as to where the funds are being spent • Grant Applications online or available through a grama request • Website needs to be updated, showing who received grant funds • Meeting Agendas and Minutes need to be placed timely on the American Fork website • Yearly Advisory Board meeting schedule should appear on the PARC and American Fork’s websites o Use AF Notify about meetings day, place, and time o Place on calendar on front page of the American Fork website the day, time, and place of meetings o Announce on All About American Fork’s Facebook page information about meetings o Place meeting information on American Fork’s Facebook page • Consider short PARC-related articles in the quarterly newsletter • Continue to record meetings on YouTube • Discuss whether PARC should have a Facebook page The annual PARC Workshop: clarify total funds needed for each project and report any outside funding and donations. Reinforce that transparency is important and that PARC information is readily available to the public. The YouTube video starting Clark was great with information on what the PARC tax was all about. The Board would also like to thank John Miller and the Friends of PARC for all their hard work and support on getting the correct information out about the renewal of the tax. Salt Lake Countywide Policy 1031: ZAP, Spencer Stevens Spence has some suggestion for improving the grant application process after reviewing the Salt Lake Countywide Policy of the Zoo Art and Park (ZAP) program policies. • Primary purpose of application • Organization funding, quantify expenses • Certain percentage for salaries or set a limit for salaries • What partition of the funding request is for equipment? • Clarify policy on capital funding • Applications online or gramma request Other Business a. Next meeting – December 1, 2021 Brian moved to adjourn the meeting at 6:10 pm.
