(MCOA) for FY22.- Mayor Sponsor Summary: The Massachusetts Association of Council on Aging, and Senior Center Directors, Inc. (“MCOA”) has allocated an ARPA Funds Grant from the Massachusetts Executive Office of Elder Affairs to the Amesbury Council on Aging in the amount of $18,007.36. 2022-079 An Order to approve payment from the FY22 Fire Other Expenses budget to John Guilfoil Public Relations for a prior fiscal year invoice, totaling $300.00.-Mayor Sponsor Summary: This invoice was for work performed on 5/27/2021 for training photos and story coverage. M.G.L. c. 44 s. 64 requires a two thirds vote of the City Council in order to pay invoices of a prior fiscal year. 2022-080 An Order to request the City Council vote to authorize the Mayor to enter into a three-year or less lease or loan purchase Agreement for new cruisers for the Amesbury Police Department. -Mayor Sponsor Summary: The City seeks to enter into a three-year or less lease or loan purchase Agreement for new cruisers for the Amesbury Police Department. The lease or loan method will depend on best rate. 2022-081 An Ordinance to amend Section 20-24 of the City ordinances, titled “Establishment of revolving funds.” - Mayor Sponsor Summary: When the Electric Vehicle (EV) Charging Station Revolving Fund was established by Ordinance 2021-144, it was specified that this Fund would be used to take in receipts via advertising, but it was never specified that 1 receipts may also be generated through energy sales revenue and expended to support the costs of operating the program. 2022-083 An Order to authorize inter-departmental transfers of general fund appropriations in accordance with MGL c.44 Section 33B. -Mayor Sponsor Summary: The City Council may, by majority vote, on recommendation of the Mayor, transfer within the last 2 months of any fiscal year, or during the first 15 days of the new fiscal year, to apply to the previous fiscal year, any amount appropriated, other than for the use of a municipal light department or a school department, to any other appropriation.
